Sana pwede din mag file ng kaso mga ordinary people against sa mga ineemploy sa government thru kakilala system. Yung mga unqualified na hindi naman graduate sa state universoty or pasado ng civil service.

Alumni of public school/state university and cum laudes above from private schools are exempted sa civil service exam.. so if graduate ka ng mga school na binangit mo pero hindi ka cum laude pataas, kelangan mo pa din pumasa ng civil service para makapag work sa government.
