Communication in English is a skill acquired/learned in school and some of us possess a greater or lesser facility for it depending if we are linguistically inclined. So yes, it could be a measure of intelligence.

I think the more important thing is to have an awareness of one's strengths and the humility to acknowledge weaknesses. Wag tayo magmagaling sa mga bagay na kulang ang ating kaalaman. Kung mahina sa ingles at reading comprehension, wag umasta na kala mo eh madaming alam sa journalism, eh yun pala sa fake news lang kumakapit.
But you can't deny the fact that in order for you to grow and to become successful, competitive person you need to learn how to speak English well because English is the most productive prominent language in the world!

The fact that our first language is Filipino and we only know about the English language because we learned it from school is already a sign of intelligence. Most people can speak the language (grammatically correct or not), but not all can be eloquent with it.

Being able to communicate in english does not guarantee that one is intelligent but if you can communicate with proper grammar then believe me, you are smart.
Double standard? Yung magaling ka kumanta then sinabi mo na buti pa yung may itsura, pwede magka-career kahit walang talent.
