    1. How can we really understand the bill if we keep on reading excerpts from people who have a different political views? Sana magbasa muna tayo nung mismong bill bago tayo magassume agad. Upon reading Lucy’s explanation, she clearly based on the perspective of people who would like to protect a human life.

  3. I am from Mindanao particularly from Zamboanga City. I have witnessed 2 wars. One, during the time of former Pres. Joseph Estrada where he declared all out war against the MILF and second was during the Zambo Siege in 2013 where we had to pack our essentials in a backpack so anytime we could run but you don't really know where to run to. But I was so thankful to the military, they protected our barangay thus, MNLF was not able to infiltrate. I've seen many bombings and security threats in my city. And yes, I support the anti terrorism law. I don't want my future kids and the present kids to witness what I witnessed in the past.

      Yung sinabi ni lucy is useless kasi she assumed the law exists in a vacuum. Kung ipapagawa pa lang sa DOJ yung safeguards, how would the people and the legislators ratify something they dont know. The safeguards should be part of the law itself, not created by the same people who will be wielding that power. There are so many issues with police and military abuse that need to be resolved. Yung redtagging ng pnp, yung exemptions nila from the law, yung pagabuso nila sa mga tao ngayong ECQ/GCQ - hindi yan out of the topic because controlling police and military abuse of power is inherent in ANY ANTI-TERRORISM BILL. Sa case ng atb, wala nga halos control.

  10. Pinaglalaban nya yung marawi siege na ilan namatay pero paano naman yung 5k na taong pinatay without due process dahil sa tokhang against drugs. If you want to conpare the Human Security act of 2007 and the Anti-terrorism bill, read up on both. You will see how the provisions will work against human rights. We are anti terrorists but the government we have now is the one terrorizing our people. undue process and selective justice.

But REALITY on the ground tells us that the massive corruption, red tagging and incompetence of our law enforces and govt officials, the law WILL be used to violate human rights. Look at Mocha, PCOO, PNP - they are already tagging unarmed civillians as terrorists! Ganyan din sinabi nila sa tokhang: pag di ka involved sa drugs, di ka dapat matakot. Ang problema lang is this particular bill is vague in some parts and can be used to abuse the people speaking out their disdain in the government. Ilang beses na nating nakita na naabuso ang batas laban sa mga kritiko at yun ang iniiwasan ng mga taong nawalan na ng tiwala sa administrasyon. Laging sinasabing hindi ito laban sa mga kritiko pero ambilis naman nila i red tag ang mga concerned citizens na kampi sa terorista. Kahit si Mocha tinawag na terorista mga aktibista diba? See?

  32. Lucy, you don't have to tell us the Pro's of this bill but rather the Con's to the mistakenly arrested individual if somebody made a mistake. Tell us how would someone know that a suspected terrorist a terrorist without arresting him/her first. How would someone know that he/she is arresting a terrorist? Hindi ito "mini mini mynimo" na dinadaan na lang sa "tyamba" ang pag-aresto sa totoong terorista. Ni wala ngang ID system diyan sa Pinas tapos hindi pa ata secured ang lahat ng seaport kung kayat nakakapasok ang mga armas ng mga terorista. Kung gusto ng mga mambabatas na 'to na mapuksa ang mga terorista dapat umpisahan nila yan sa mga grupo na naghahasik ng karahasan to the point na may nasaksaktan at namamatay. Kung ang MILF, MNLF, ASG at NPA etc ay guilty sa mga ganito, this bill must be applied to them exclusively until they are pulverized and exterminated. Dapat sila muna ang pagtuunan ng pansin at iexterminate bago ang "mini mini mynimo" aresto na gusto nilang gawin. Propose an ID system, secure the seaport and assign that anti-terrorism bill on those groups dahil sa totoo lang sila lang talaga ang nanggugulo diyan.

For the sake of appeasing the antis para masabi lang na inaddress nya rin yung concerns yet she still failed to mention the other provisions the antis have issues with.   38. Sa totoo lang din naman tayo. Wala namang mali sa sinabi nya. Wala rin namang masama sa bill na gusto nila. PERO... Yung implementation ng batas ang nakakatakot. Yun ang ayaw ng tao. Ang bigyan ng sobrang kapangyarihan ang mga law enforcers dahil gagamitin lang nila ito sa mali. Hindi naman lahat pero karamihan sa kanila aabusuhin nila ang kapangyarihang ito para sa sarili nilang intensyon. Kaya tama walang mali sa batas pero mali ang bigyan ng kapangyarihan ang mga nasa gobyerno na may tendecy na abusuhin ang batas.

  43. The Constitution explicitly states that probable cause is to be determined personally by a judge. Hindi pwedeng idelegate nyo yan sa ATC composed of executive officials. Hindi katiwatiwala yang ATC nyo. That's a check and balance specifically created in the 1987 Constitution dahil masyadong naging abusado ang executive under the old constitution.

    Yan ang hirap sa legislators na walang alam sa batas. Nagbasa lang ng ATB at HSA feeling expert na. Sana sinimulan mo muna sa 1987 Constitution, lucy. Bagsak ka sa consti.

  59. Meron na palang articles 137, 139 at 142 sa Revised Penal Code na according to Lucy herself ay more incriminating than anti-terrorism bill, then bakit pa kailangan neto?
    Wala naman may gusto sa terorista. Syempre ayaw natin maulit un mga nangyaring terorismo sa bansa pero ayaw din natin na maparusahan ang mga walang kasalanan.
    Kilala na ang mga opisyal natin na power trippers. Magagawa nilang palabasin na terorista ang taong against sa kanila dahil sa batas na ito.

I think people na hindi directly affected area sa terrorism cannot understand the situation versus some people are experiencing especially sa ordinaryong mamayan na naninirahan sa Jolo and Marawi. Akala nila madali ang buhay dun na kagaya lang sa Luzon, for how many years people live in fear of any kind of terrorism will happen in that area and its a fact po.

  61. Naalala ko yung kawork ko namatay mama niya sa Sulu bombing in the middle of a mass habang sya nagduduty sa isang hospital dito sa Manila dahil sa kagagawan ng terrorist na yan. Yung mga contractor na hinihingian ng rev tax at kung hindi makapagbigay susunugin ang millions worth of construction equipment. Unli death threats pa. Lahat yan dahil sa terrorist. Kung maipapasa man yang bill na yan I hope makukuha na ng kawork ko yung justice para sa mom nya.

  67. Kung bawat batas na gagawin eh iisipin natin na aabusuhin, wag nalang gumawa ng batas. Sa totoo lang, puro taga Luzon yung maraming reklamo. Dito sa Visayas at sa Mindanao wala masyadong reklamador. Bakit? Kasi ang mga terrorista/npa na nagtatago sa mga paaralan at kongreso eh nasa manila. Sila yung pinaka maaapetuhan pag naipatupad ito.

    Itong Anti Terror Bill ay magbibigay sa gobyerno ng kapangyarihan na hulihin ang tao/grupo na kilalang isang terrorista. Yung nangyari sa Marawi, mayroon na silang Intel even from neighbouring countries na nakapasok na ang ilang kilalang teroristang personalidad, pero hindi sila pwedeng dakipin dahil sa current batas natin, di tayo pwedeng manghuli pag wala pang ginagawang masama. SO basically, hinintay muna natin na bombahin ang Marawi bago tayo umaksyon.

    So yes, I support Anti Terror Bill.

You are referring to a distant future of abuse but the npa and terrorist has been tormenting the country as of the moment. Dont say implement lang sa mindanao.   74. Taga NCR kami pero taga Masbate yung family ko. Everytime naguusap sa call yung Mama ko at yung kamag anak ko sa Masbate, laging kasama sa kwentuhan nila yung NPA.

    Lagi sila natatakot if may papasok sa bahay nila (even bago pa mag pandemic) para magnakaw, or kumuha ng kamag anak. Yung stories ng nawawalang kabataan kasi ni rerecruit sila, totoo lahat yun.

    I really feel na itong bill na ito is to protect yung mga nangangailangan. Kailangan sya ng marami. Sadly, yung against dito is yung taga NCR, or Luzon, na nakakaranas ng mas okay na reality kesa dun sa mga tao sa probinsya.

    I dont want a siege in manila similar to marawi.If this will at least guarantee my loved ones safety i dont mind.
    Problem kasi nirerelate yung human rights nila sa terrorism bill. If magkaron ng terror attack anong ggwin nyo magrarally? Diba you will ask the same gov to protect your as$?
