Repost: DOLE to Look Into Accident of Eddie Garcia

Department of Labor and Employment (DOLE) Secretary Silvestre Bello said on Friday the Occupational Safety and Health Center (OSHC) is looking into the accident involving the late veteran actor Eddie Garcia during a filming of a television show early this month.

“It is not the DOLE that will investigate but the Occupational Safety and Health Center, executive director Noel Binag. It's ongoing," he said in an interview at the wake of the 90-year-old movie and television personality in Taguig City.

The DOLE chief has directed the OSHC to find out if there is compliance on OSH rules and standards.

“Need bigyan value workplace ng workers, napakahalaga ‘yun (There's a need to give value workplace of workers, that's very important),” he said.

The former 1-BAP party-list lawmaker said he sponsored a resolution in Congress to recognize Garcia in 2015.

“I sponsored a resolution recognizing the work of Eddie Garcia as a reputable movie actor. He’s one actor who’s very famous, was never involved in any scandal unlike some. He was given recognition by Congress,” he added.

On June 8, Garcia was shooting a scene for TV series in Tondo, Manila when he reportedly tripped on cable wires, causing him to fall.

He was in a coma for nearly two weeks and died on June 20.

The television network said it is investigating the absence of a medical team when the accident happened.

In 2018, President Duterte signed the OSH Law, which ensures a safe and healthful workplace for workers by affording them full protection against all hazards at work.

The law provides that any person who manages, controls, or supervises the work is compelled to ensure that the place of employment is safe for workers, and should be free from hazardous conditions likely to cause death, illness, or physical harm to workers.

The Occupational Safety and Health Standards was formulated in 1978 and was revised in 1989. It was created in compliance with the constitutional mandate to safeguard the worker’s social and economic well-being as well as his physical safety and health. (PNA)

    4. @1:20 He's just being professional and doing his job. Never naging choosy for roles. Pero diba dapat common sense and sana man lang you know may care yung director and staffs. Malamang 90 year old. Bibigyan mo ng eksenang barilan at may pagtakbo pa? Pwede ka naman maging police role na di ganun kabigat ang scene. Yeah i know madami nagsasabi ba accident yung nangyari. Andun na tayo pero IT CAN BE PREVENTED sana. And also if hindi yun nangyari kay Sir Eddie hindi maoopen sa public at hindi mabibigyan ng importance ng safety sa production. Like now diba magkakaron na ng mga medics which is dapat meron na talaga at the first place. I agree with Ms. Judy Anne said na hanggang sa huli nagamit ni Sir Eddie yung buhay nya naging instrument sya para sa mga ganyang bagay na di napapansin.

Anyone younger could have Eddie's part, and they could still trip from the wire or uneven ground, fall, and break their neck. The real problem is enforcing workplace safety. Someone from the production could have looked into potential work hazzard. GMA should have had medical responders onsite.

    8. Even if gusto niya, 1:20, the production people should know the risk and plan accordingly. Alam dapat nila that at his age, its not advisable to have him do more physical work. Eddie is a trooper. Very professional. Its part of his training and why he lasted this long in the business. Kaya natural, kahit ano pagawa sa kanya, di yan hihindi.

    9. he accepted the script believing everyone will do their jobs. many failed him. hindi sinasadya pero sa kapabayaan ng marami, may namatay. sorry kung sino man kasama sa prod na naisip na pwede na, okey na, siguro at kung ano pang short cut, konsensya na lang at sana you remember this lesson for always and remind you to be the best prod staff always.

    10. 1:20 at 1:38,are you really blaming the actor for accepting the role? Yes he can reject, but since he accepted, the network should have accepted the shared risk for any possible accident.

      And FYI, having a trained first aider (which was needed in this case) is a basic compliance. If a first aider does not really exist, GMA might already have an offense.

Now, just because a person is professional doesn't mean the production team need not to consider the safety. Production team pa din may pagkukulang at liability sa workplace

Kung Scriptwriter ka O Director me 90yr old kang actor na batikan isasalang mo ba sa running sword fight na me mga kabayo sa gilid na nagtatakbuhan din?!

    2. 12:38 regularly nagiinspect ang OSHC sa mga companies/offices/planta kung alam nyo lang. Lalo na yung iba required kapag ISO-certified ang company. Limited din lang ang personnel nila but they go from Luzon to Mindanao, kung ano-anong workplace conditions na nainspect nila.

    2. May mga klase ng accident na preventable naman. Like yang kay Manoy. May wire or cable na nakahaya lang, hindi man lang tinakpan. Or kaya hinawi ng crew para hindi madaanan at ma-trip si Manoy. Kaya may negligence talaga na nangyari sa part ng production crews.

      Another example lets say may wet floor sa loob ng mall or grocery store. Tapos hindi mo naman nakita or napansin nung dumaan ka kasi walang nakalagay na warning na “Caution: Wet Floor.” So nadulas ka. Nabalian ka ng buto at namatay rin like Manoy. So ano gusto mo bang sabihin lang ng mga tao na accident lang ang pagkamatay mo. Walang kasalanan ang mall or grocery store. Na it’s your time kaya walang dapat managot sa pagkamatay mo.

    3. Don't blame the whole organization. Obviously, mga staff ito ng show. May mga artista na nakatrabaho ng network na nagsabi at network mismo na protocol ang may medic every shooting lalo na pag action scenes, may bata at matanda. Ang fishy lang na bakit hinayaan ng head ng show na wala. Usually ang head ng show ang may powers talaga kapag running ang show. Makikialam lang ang network sa final decisions or go signal na eere ang project. Kasuya na ang mga bandwagoners for the sake of likes.

  7. Someone should be made accountable for what happened to Mr Garcia. It is a MUST for the employee’s health and safety to be put as top priority for any company, big or small.

  8. 1:20, 1:38.... Hindi sya oinilit, hindi heavy yung task... If napatunaYan napatid, kahit naglalakad puede madisgrasya at pag masama ang bagsak ay can cost a life. Hindi ordinaryong manipis na kable po sa shooting. Sana lang kinonsider safety ng lahat at may standby medic.
    Baka ang case ni mr. Eddie garcia ang magbubukas ng pinto na maimplement talaga ang OSC...which magbebenefit ang lahat ng workforce sector, not just the movie industry.

  12. Bakit meron pa rin di makagets ng concept ng "maintaining an orderly and safe workplace for all"? Kahit anong trabaho pa yan, responsibilidad ng company at ng management na isecure ang kaligtasan ng mga employees while performing their jobs or in duty. Kapag may fire drill nga kailangan magparticipate at alamin mga safety measures, e paano pa kung outdoor ang job at madaming risk factors, dapat doble ingat at pagsiguro sa kaligtasan ng lahat. Ang kapabayaan di dapat tinotolerate.

  13. JOWSKO! yung mga nagcocomment na hayaan na lang -- Yan ang nakukuha nyo sa kakanood ng TV! Kung nag aral kayo and mabuti alam nyo ibig sabihin ng NEGLIGENCE! Mga si Eddie Garcia pa ang mali for accepting the role and doing the scene? Or may trabaho ba kayo? Kasi I believe yung safety sa workplace dinidiscuss yan or the company is giving lecture and training for that. Or dapat sa lahat ng workplace be it bata or matanda dapat may Safety Officers and/or Clinic/Medic na stand by kasi nga ang ACCIDENT na sinasabi nyo ay pwede maiwasan by eliminating hazardous objects, at kung may mangyari man may agarang sasaklolo sainyo.

  15. No compliance happens everywhere and everyday in this country, yet DOLE and OHSC absolutely do nothing to prevent horrible accidents from happening at the workplace.
