RE: SEXUAL HARASSMENT COMPLAINT AGAINST PHILIPPINE MEN'S TEAM PLAYERS LEXTON MOY AND ANGEL GUIRADO (PHILIPPINES VS MALAYSIA, 29 FEB 2012, MANILA, PHILIPPINES)

Dear Mr Lim:

This to file a formal complaint against Messrs LEXTON MOY (no. 25) and ANGEL GUIRADO (no. 12) of the Philippine men's national football team, for SEXUAL HARASSMENT during the team check for the friendly match between the Philippines and Malaysia (both "A" teams) on 29 February 2012, 1900H, at the Rizal Memorial Football Stadium, Manila, Philippines.

During the Team Managers' Meeting on 28 February 2012 at the Discovery Suites in Pasig City, Philippines, I mentioned to the representatives of both the Philippine team and the Malaysian team that I would be serving as the Match Commissioner for their match. As stated in the AFC's regulations and Official Countdown, the Match Commissioner together with the Fourth Official check the teams before the match to verify their identification (accreditation) cards and ensure that their kits are in proper order. However, being a woman Match Commissioner doing a men's match, I had to explain that I would give the teams sufficient warning and preparation time before I would come inside their changing rooms to do the team check together with the Fourth Official, Mr Wilfredo Bermejo.

Whenever I serve as the Match Commissioner, I always follow a standard procedure for the team check regardless of the type of match. At the time of the check I initially knock loudly at the door of the changing room as a sign of courtesy and warning to the team, and then let the Fourth Official first enter the changing room to check if the players are ready before I finally enter the room. Before doing the check itself, I properly introduce myself as the Match Commissioner and also introduce the Fourth Official. I also explain the procedure of how the check will be done. I always tell the players that I will be checking their accreditation cards first then their jerseys, and that the Fourth Official will thereafter check the rest of their kits and other items, e.g., jewellery, hair accessories, fingernails etc. I also tell them the sequence of the check, i.e., I check the starting 11 players first then proceed with the substitutes.

At the appointed time (1745H) on match day, I came to the changing room of the Philippine team for the team check. I was accompanied by Fourth Official Wilfredo Bermejo and my liaison officer, Mr Joseph Gensaya. I initially knocked loudly at the door to signal my arrival. A team official opened the door and said that the team would be ready in five (5) minutes. We then waited for five minutes presuming that the team was getting ready for the team check. When we entered the changing room of the Philippine team, I properly introduced ourselves and explained the procedure for the check. In spite of the introduction the players remained rowdy and noisy, apparently not taking the team check seriously and almost ignoring our presence. As I called the players individually so that we could check their accreditation cards and kits, Philippine player LEXTON MOY (no. 25) stood by my right side and said in a loud voice "Must be a B cup," to which the players laughed loudly. As I was the only female in the room, he was apparently referring to my bra size. He could not have been talking about men's athletic cups, as their sizes are specified as extra-small, small, medium, large, and extra-large vis-a-vis cup sizes of women's brassieres, which are specified in letters. Additionally when I checked Philippine player ANGEL GUIRADO (no. 12) he stood in front of me purposely just wearing his briefs and made no attempts to wear shorts or cover his underwear. Again, the players loudly laughed while I was checking this player.

While all this was happening, none of the Philippine team officials present nor the team captain, JAMES JOSEPH YOUNGHUSBAND (no. 7), made any attempts to discipline the players and tell them to behave properly. In fact they were also laughing and seemed to be enjoying the revelry at my expense. Philippine Team Manager DAN STEPHEN PALAMI and Philippine Head Coach HANS MICHAEL WEISS were both not present in the changing room at the time of the team check.

Having been a Match Commissioner for girls', women's, boys' and men's matches since 2003 at both AFC and FIFA levels, I have not experienced this crude and totally shameful behaviour from a national team anywhere before this incident. I truly regret and feel very ashamed that this disrespect comes from the national team of my country, the Philippines. This kind of sexist and demeaning behaviour has no place in football, and should therefore be sanctioned.

March 2, 2012 - I would like to reassure Commissioner Cristy Ramos that the PFF and I take these allegations seriously. We will promptly investigate this incident. In fact, we already met with Commissioner Ramos today to discuss the incident report she filed. For this reason, I postponed my scheduled trip to Nepal.

It is unfortunate that we learned about this first from media sources. In my brief conversation with Commissioner Ramos after the match, we exchanged pleasantries and there was no mention of the incident that transpired. As I told her in our meeting today, I would have addressed the issue right then. Since the players have already left the country for the AFC tournament, a dialogue between them and Commissioner Ramos is not possible at the moment.

Nonetheless, we will not put off the investigation even as we prepare for a major tournament. I will sit down with my players and staff and get to the bottom of this.

In my personal experience of the usual goings-on in the men’s locker room, the tension, excitement and nervous energy before a match often result in a lot of boisterous bantering. For someone who walks into this situation, this might appear as bordering on disrespect. But again, I am speaking only from my personal experience. I was not witness to the particular incident which is the subject of the incident report. Until I hear from all sides, I cannot comment substantially on the matter.

Like Commissioner Ramos, I also believe that sexual harassment should not be tolerated in any situation. I will look into the circumstances of this alleged incident and cooperate with any investigation. If it is proven that there was in fact malicious intent, I will make sure that proper sanctions are meted out.

On behalf of the team, I sincerely apologize to Commissioner Ramos for the distress this situation has caused her.

    i enjoin all those who don't really believe much in the azkals team. i believe there are more all filipino sports who are worth the support in any kind.

    the hype that most pinoys have given to this team is really out of the way.

    if this news don't even affect the senses of the so called fans, i pity you and i can spit to your faces. oh please! next time when you idolize, don't just look at their faces but on what they can do to our country.

  13. Dapat alam din nitong si cristina na minsan talagang naka brief lang ang mga players sa dugout. Siguradong hindi sinasadya ni guirado na mapahiya siya dahil sa mga Spanish cup natural lang ang ganun. hindi rin nakakaintindi ng English/Tagalog si Guirado, so wala siyang intensyon na mapahiya si Ramos.

    Im a football fan from way back-- wala pang azkals and syempre plus points na may football team narin tau. Pero para atang di naman sila naglalaro ng mabuti eh, what they are after is the clamor for media and attention. Sana rin the attention is towards the game and not only to the players.

    Nakaka-sad lang to think na may mga ganitong happening sa team. I believe this is true kasi on the line ang name at reputation ng complainant diba. Well, sana lang mabigyan ito ng aksyon.

    1. I agree with you. I have long been a fan of football but not of the current Azkal team. We have many very good local players pero hindi nabigyan ng pansin. On one hand, I am grateful to the Azkals for helping to make football popular these days. But on the other hand, I don't like their attitude. Most of them are more into their celebrity status than the game itself.

  24. Yung kay Angel, feeling ko walang malisya yon. Sa Europe (google nyo kaya yung mga players dun), common lang sa kanila na naka underwear sa harap ng maraming tao. Kuminsan nga, pagpinapamigay nung mga players yung shirt at shorts nila sa mga fans pagkatapos ng game, umaalis sila ng field na brief, socks and shoes na lang. Wala lang sa kanila yon.

    Ang nakakagulat ay yung sinabi ni Lexton. Engeng ba siya? Walang excuse para maging bastos, lalo na sa match official.

    I'm sure na masasanction yung mga boys dahil na-offend si ma'am Cristy. Hindi naman sobrang big deal ito pero I'm sure pagpiepiestahan to nga mga anti-Azkals. O sige haters, go na, magpakasawa kayo!

If he did not stand up in front of the match official that way, do you think there would be a reason for the whole team to laugh at what they saw during that time? Wala lang siguro sa Europeans yun but not with Filipinos. Regardless kung babae or lalake yung nagko-conduct ng team check, dapat marunong silang rumespeto. I was once a fan of the azkals because they were able to give the sport of football the kind of exposure it needs in a country like ours.

  44. There goes the manager again, half apologizing, half preparing some kind of defense. Notice how he says he postponed his trip to Nepal because of this and in the next sentence, laments that the Commissioner didn't mention it right away to him, as if that makes it less of an offense.

    These people should respect others, regardless of gender, profession or lineage.

Eto lang reality ha, pag sinabi kong ni rape ako ng isang political person even though I know it's not true just to get attention mag jujump conclusion naman ang ibang tao saying "si ganito ganyan" That's how people think. Azkals have been in this situation before where a so called wanna be model accused some players of rape and nag threat to file a case but what happend to her now? She never filed a case and just disappeared out of nowhere. AS SIMPLE AS THIS......DO NOT JUDGE IF THERE IS NO PROOF. Yung sinabi nyang mga kasama daw nya na nag check sa loob, there was never a back up statement from them nor this lady mentioned that her co-match commisioner witnessed what happend.

  73. I am really appalled at some comments here justifying AZKALS behavior. This is totally UNACCEPTABLE! These so called super star athletes are looked up by so many youngsters and some of them even have sport programs for these teens (Phil and James Younghusband). And to stand there and not do anything when a woman is obviously being sexually harassed by your team mates? Didn't your mom (may her soul RIP) teach you how to respect women? And I am in safe position to conclude that all these guys have moms, sisters, girlfriends, and wives BUT still they had the nerve to do it to another woman. To treat a woman with such DISRESPECT shows a lot of WHO they are. What kind of message are they trying to convey our youngies? I seriously hope the people who manages this team will give what is due to these players. And yes an apology to the Commissioner should be in place. Much so, she was the daughter of Former President Ramos. Shame on you AZKALS! You guys need a serious VALUES EDUCATION class.

Para sa akin lang, sana maging wake-up call 'to na hindi pwedeng basta-bastang bastusin ang mga babae para lang sa amusement ng mga lalake. I hope more of us women will stand up against this kind of behavior in the future.

Most of these guys grew up where its not that big of a deal to be seen in their underwear. Yes, they have yet to bring home a major win for the country, but for what it's worth, they have brought the attention of the Filipino esp. the youth to a sport where with proper training, the Philippines could excel in the global arena.

Mr. Dan Palami, should you be inclined to cite either one of these lame excuses to the press anyway, I would recommend choosing the latter excuse-- it is more believable where your team is concerned.     1. angel is spanish. he has been learning the language but isn't at par like the rest of us yet. in spain, wearing your underpants in the dug out is but a norm. During the last world cup, the queen of spain went to the dug out and a lot of players were in their underwear/pants and she didn't raise hell bec of it. we all know that meeting a member of the ruling family has its protocol. it could've just been a case of misunderstanding and why ms jalasco didn't say anything right there and then is beyond me. if i felt offended I would've said something daughter of FVR or not.

    2. lexton moy is a decent chap. I remember that he was being teased that bec of his height he was given very short shorts. he even posted a picture of it in his twitter account. COuld be that that is what they were joking about. Again, if I heard something like what Lexton reportedly said to her then I would say something especially since we all know that during that time, she was the person in authority not them.

    Whatever happened, let's all give everyone the benefit of the doubt please. As what Dan Palami said, mag iinvestigate muna sila.

    On another point, the Philippine Football national team is not over-rated. They never proclaimed that they were the best or that they could win all the tournaments. It was the media. The players themselves have said on a lot of occasions that there's a long way to go and its the truth. if you really know football/soccer there is not one team who has the monopoly of winning all their games. England? has won the world cup once. Spain just won its first as well. Brazil? 5 times I think. Bottomline is they can't win everything and they do have a long way to go. We just had a resurgence of football let's not rain of other people's parade. The players before being recognized by us had their share of blood sweat toil and tears. Magkano ba kse ang sweldo ng isang national player? Ngayon 8k na sya pro dati ang balita ko e 2500 lang/ month. Pag tournament sasabihan sila na di nlang isasali sa tournament pra makatipid at na ang penalty for not showing up in a tournament mas maliit kse pag gumastos sa pagpapadala sa team. A lot of the players had to pay for their own fare. They slept in a room in Ultra na wlang aircon at 15 sila sa isang room na maliit. Sometimes pag sa provincial games, sa ilalim sila ng bleachers matutulog. THey paid their dues. Ngayon sila ang nag recognize dahil sa nagawa nla sa vietnam nung 2010. Ang Dragon Boat team na recognize nung 2011 nman. Dadating din ang oras ng ibang team/sport.

    hindi ko naiintindihan kung pano nagkaka haters ang NATIONAL team.

    1. you've said it right.... i remember those times when they would sleep under the tree, because pff back then would not support their board and lodging during tournaments. it's not a walk in the park for the boys, even until now etheridge et al would shoulder their own plane fare just to represent the philippine flag.

    4. I was a swimmer for the philippine team. back in 1998 6k na ang allowance ko. so imposibleng 2k lang ang allowance nila considering na lahat sila ay import. When Bunevacz however his name should be spelled was "bought" by the Philippines to represent the country he was paid Millions. Something that True Blue Pinoy Athlete would NEVER experience. Please spare us the drama of them sleeping under the benches and what have you, sobrang arte kaya nyang mga yan. Do you even know where they eat? They dine at Florabel Poduim every single day. Hindi ako hater, I have experienced being treated poorly by PSC and POC. I know how it feels na walang magamit na swimsuit on the day of the tournament dahil disorganized talaga ang Philippine Sports Committee. Pero too much talaga ang pagsamba ng iilang tao sa Azkals. Kung meron dapat iglorify, Si Onyok Velasco silver medalist sa Olympics pero hanggang ngayon di pa natatangap ang incentives from the government. Walang pumapansin. Walang pumupuri.   100. Guirado doesn't even speak English for sure he's just laughing along with the rest of the boys who were bantering. Lex was wrong should have shown respect to women. Ramos should let male coordinator do her job to avoid this in boys locker room. This is no harassment, just being disrespectful. Should apologize immediately. Boys are just being boys. Azkals are improving a lot in a short period of time. Only athletes and sports enthusiasts would know this. Of course anti-azkals will have a field day again. Enjoy the sports ladies stay away from too much telenovelas. Start moving! One kick at a time to rejuvenate ALL SPORTS in Philippines! If you're good in sports you're brain will follow suit. Lexton graduated summa cum laude, Sabio is a lawyer to be in one of the good university in the US, he also graduated cum laude. Most of the Azkals are degree holders. Boys are just boys.

  101. haaay azkals! i was never a fan and i dont think i'll ever be! such rude acts will bring you nowhere. wala pa man kayong napapatunayang maganda puro kagaspangan pa ipinapakita nyo? simple respect sa babae or simple intructions from the match commissioner hindi nyo magawa, e pano pa kayo lelevel up sa world cup nyan? i think they need to learn the world respect (esp to women) first before anything else!

Madaling maiwasan yon kung inisip ng mga lalaking yon not to behave in a manner na magiging uncomfortable ang babae. It's IMPOSSIBLE that they did not know what they were doing. Mag-apologize dapat sila.

  106. Ang dami nakukuha ng attention ng Azkals pero ang Philippine Dragon Boat team natin wala gaano nakukuha attention. Ang Philippine Dragon Boat team natin nakapag bigay na ng 5 gold medals. Ang Azkals wala pa. Mas pinapansin ang Azkals dahil madami Pogi.
