Repost: Government Has Yet to Fulfill Monetary Reward for 1996 Olympian Silver Medalist Onyok Velasco

Among those who keenly followed the competition of the Philippine contingent to the 2016 Olympics in Rio De Janeiro, Brazil is Mansueto “Onyok” Velasco.

As a former Olympian who bagged silver at the 1996 Atlanta Summer Games, Velasco re-lives his stint over and over through the new athletes who don the national colors every 4 years.

“Naintindihan ko yung hirap at sakripisyo na dinanas nilang lahat,” he says. “Nauunawaan ko yung pagiging sobrang excited nila. Kasama na rin yung hirap at pagod.”

(“I can understand the hardship and sacrifices made by our national athletes. I understand too the excitement that they feel. The same with their tiredness from the pressure of competition.)

When weightlifter Hidilyn Diaz, in her third and last Olympics, won a silver medal from the 53 kg event, breaking a 20-year medal drought by the country, Velasco rejoiced and celebrated. “Hindi ba nakakatuwa? Ibang klase kasi paglumalaban ka para sa bayan. Nauunawaan ko yung sigla kasi uhaw tayo sa medalya. Hindi naman tayo parang ibang bansa na malaki kung humakot ng medalya.”

(Isn’t it wonderful? There’s a different feeling when you compete for the country. I can understand the joy we feel when we win a medal, any medal since we are thirsty for this. We aren’t a big country that hauls home medals by the dozen every Olympics.)

When reports emerged about the prizes and incentives that awaited Diaz upon her return, Velasco couldn’t help but think back to what he was promised but did not receive.

“Meron akong natanggap ng P750,000 pero meron din silang pinasa na bill na meron matatanggap ng addition P2.5 million,” related Velasco after his triumphant return from Atlanta. “Si dating House Speaker Joe Devencia sinabi sa akin na okay na ‘to. Sa senado na lang. Kaso ang nagyari ay nagkagulo sa mga liderato ng senado. Pinalitan ni Ernesto Maceda is Neptali Gonzales bilang leader. Nung makausap ko si Senator Maceda nung buhay pa siya, sabi niya nawala yung mga papeles.”

(I received an initial P750,000 from the government but they also passed a bill where I was to receive P2.5 million. Former House Speaker Joe Devencia assured me of this and said that it just needs re-affirming from the Senate. The problem is the Senate underwent a change in leadership from Neptali Gonzales to [the now late] Ernesto Maceda. When I spoke to Maceda, he said that the paperwork got lost.)

Velasco received an additional P1.2 million from the Republic Act No. 9064 or the Sports Benefits and Incentives Act that was passed during the time of former president Gloria Macapagal Arroyo but Velasco also wanted what was originally promised of him. “Wala naman tayong problema pero mahirap yung nangako tapos wala. Para tayong pinaasa. Siyempre meron tayong mga plano tulad magtayo ng boxing gym at mag-train ng mga bagong fighter.”

(I have no problems with not receiving anything. But when something is promised, I expect them to make good on that. It’s difficult because I feel that I was led on to believe I would receive something. I was planning on using that to open and gym and help train our boxers.)

Velasco also admitted to speaking to Senator Manny Pacquiao, chairman of the Senate sports committee, about this. Pacquiao said at a Senate hearing this week he will conduct an inquiry into the government’s failure to give incentives to winning athletes as mandated by law.

    8. 12:20 they didnt fulfill their promise bakit mo ipagkakait sa taong katulad nya ang isang pangako na nagbigay ng karangalan sa bayan ..kakaunting pera kung tutuusin kumpara sa mga kinurakot ng mga buwayang tagapag lingkod ng bayan (kuno)..baka ngayon lang sya nagkaroon ng pagkakataon para ilabas ang hinaing at nagbabasakaling sya ay pakingan sa pagkakataong ito.

  3. Kung di pa may bagong nanalo sa Olympics mababaon na pala sa limot yung kulang ng gobyerno kay Onyok. Samantalang yung bagong nanalo ngayon natanggap na yung 5M cheque nya at may bahay pa if im not mistaken. Sana bigay din nila yung nararapat para kay Onyok dahil nag bigay din naman sya ng karangalan sa bansa.

  4. Sana naman tulungan ni manny siya at yung mga ibang athletes at aspiring athletes na rin. Yun sana ang advocacy ni manny bilang alam niya ang hirap ng pagiging athlete lalo nung simulang sumikat at yumaman siya kasi he has the means & capapility to help them out. Sayang at sinayang niya lang. Mas hinangaan pa siya kung yun sana na lang ang inasikaso niya. I do hope though that onyok gets what was promised him.

      Diaz got is by virtue of a law enacted in 2015 which grants 10M, 5M and 2.5 M for gold, silver and bronze, respectively. Dinagdagan pa ni Prez ng 2M.

  9. While I can sympathize with Onyok, him coming out and airing out his grievances after 5 olympics after he won seem to not have been in in good faith.

    20 years after winning, and only after someone else won the silver medal again. Makes me think that maybe he wants to the spotlight again or wants a share also from what Haidilyn will be getting.

    This is very unsportsmanlike. And besides, after winning, it wasnt like he concentrated on promoting sports and had advocacies to improve althelete's trainings. In fact, he focused and capitalized on his showbiz guestings and breaks.

  11. I feel bad for him. He almost won the gold medal but had to settle with the silver due to the referee bias during the match against the Bulgarian rep. And then he did not receive all that had been promised him until now. Imagine,it's already the 4th president from FVR? Somebody most likely pocketed that money and just said the papers got missing. Sarap ipasuntok sino man nangupit. Pinaghirapan ng iba di pinalampas.

    1. I remember watching that match with my dad and feeling so bad after he lost. Kitang kita naman na nadaya sya. At pati pala sarili nating kababayan dinaya sya sa pagkakait sa kanya ng premyo na ipinangako sa kanya. 2.5M mawawala ang papeles ganun ganun na lang?! Talagang only in the Philippines!

  15. Buti nga iyon para di masyado umasa si Hidilyn dun sa P5.5M w/ house and lot. Swerte din nya ngayon dahil mas mabilis na kumalat sa social media ang balita kung magkalokohan man, andyan pa si Pacquiao bilang backer. E sa panahon ni Onyok garapal ang mga buwaya.

It sends the wrong message, that in the pilipines it's better to win in the dirty and corrupt world of politics than to win an honest and fair fight in no less than the greatest sports event in the world. No wonder yung combined medal tally ng third world pilipines for the last century or so is equivalent to China's first day haul Hahahha.

  17. If i remember it right, di ba binigyan din sya ng 1million reward ni mayor lim nun si lim pa ang mayor ng manila... Then tinanggihan nya or di nya kinuha for some reason... Then binigay na lang ni lim ung 1 million dun sa batang nasunog ung katawan dahil nisave yung mga kapatid nya sa nasusunog nila bahay.. Tama ba ako?

    I think at that time marami naipangako reward at nagbigay ng reward kay onyok. Its just sad, i was hoping he will continue as an athlete and go for the gold sa next olympics.. Tulad nun ginawa nun kalaban nya.. Na nanalo ng silver then next olympics guns for the gold na.

    Maraming bills na pinapasa.. At kung hindi naaprubahan sa senado.. Its good as nothing.. I hope manny can help him..and get what he deserve.

  18. Yon mga past administration hindi nga sila makapaglaan ng funds sa sports at mga athletes. Pagmay competition sa ibang bansa, nanghihingi pa yon athletes ng donation sa labas.
