I agree with you 12:19. it will be unfair for those taking good care of their pets. ako im not from qc but upon hearing and reading this ordinance, its a big stupidity. mas madaming problema ang qc rather than the pets. i myself have dogs and even adopted a cat with her kittens and had neuter/spay and vaccined them as well. pano yung mga responsible owners like me? it will be very unfair. dapat siguro yung mga owners ng pets na mahuhuling palaboy laboy lang ang hulihin not all. nasa loob lang naman ng bahay anong problema dun?

    5. Let's face it maraming iresponsableng pet owners, not to mention yung mga hoarders (I think me mental disorder sila). Ang problema kasi, pati ibang tao napeperwisyo, tulad ng maingay, di nabibigyan ng anti rabies dahil di kaya ng bulsa, tapos pag nakakagat ng ibang tao, walang maitulong. Kahit saan na lang eebak yung alaga nila, etc. OA lang si Heart na ia abandon daw yung pets ng owners dahil sa ordinance na yan. Pwedeng more than 4 pero hihingi ng permiso.

    1. Tama naman grammar nya. It is the lawmaker who passed the law. The imposition of the fines are directed on the people (direct object). Hence people are imposed of penalties with regards to pet ownership. Stop being nega ang see the issue. Sana yung nagpasa ng law na yan mag volunteer sa Animal.Welfare orgs. Kasi wala syang karapatan manghusga if he doesn't know the situation. Saka sana inuna ang ordinance sa Free Kapon kaysa sa ganito.

  18. As an animal lover, I'm totally against this. We take in strays, provide shelter and food. Maraming paraan to control animal population. May spay and neuter dapat na pinatutupad sa bawat city or better yet, magpagawa ng humane animal shelters. There are a lot of ways to consider, wag naman puro money-making opportunities ang palaging nasa isip nyo. Nakakabwiset!

  28. Kung PAWS si Heart, dapat hindi na rin siya gumagamit ng mga animal-derived products, tulad ng leather bags & shoes, tulad ni Natalie Portman. Regardless, kung yung ordinance eh for house pets lang, kung talagang PAWS siya at advocate siya for all animals, dapat itigil na niya ang paggamit ng mga animal-derived fashionista niya.

  29. I assume that the main reason for this ordinance is due to animal bites which has been disregarded. If you think that this ordinance is the solution then you will be disappointed as this is just about 20% solution to the real problem. I am pertaining to those street dogs and cats - why don't you try to rescue them instead of looking into those sheltered animals? Or is it about the extra income they can get?

  31. I have 65 pets. I am no breeder. We could barely make ends meet trying to provide for them, but we do, working our butts in order to do so. They are all vaccinated, fed regularly. This ordinance would entail my family to come up with at least 33k because we exceeded the 4 pets per household cap.

  33. I've seen a local documentary where a woman's dog was confiscated by the city (I forget which). The dog was fine living with her, and she obviously loved her pet. However, she was deemed unfit to take care of the dog because she had low income. At the pound, she couldn't claim the dog back because they were asking for a high fee. She visited the dog every day to bring her food, noting that the formerly cheerful dog had become depressed in the pound. I never got to the end, I don't know if the woman got her dog back. This was several years ago but the story bothers me to this day. I think this law might eventually have similar effects for households with more than 4 dogs or cats. They'll confiscate pets, make money off them by charging owners, and pets who can't be claimed will suffer. Then, more dogs and cats in poorly maintained pounds are going to be euthanized. Better to have free spaying and neutering programs than this law. I'm all for registration and health care, but this law is just going to allow authorities to abuse their power to make money.

  35. Paano kapag nanganak ang dog ng 4-6? You need to wean them asap pala para maipamigay mo na. Kawawa naman mga babies. Paano kung walang mabuting tao na kukupkop sa mga furbabies? Nakakakonsensya naman kung makikita mong dadami lalo ang mga aso sa paligid dahil ayaw sumobra sa apat ang alaga. Parang hindi yata ito ang angkop na solusyon. Hindi pinag-isipan mabuti ang ordinansang ito, imho

  41. Malaking responsibilidad rin kasi ang pag alaga ng mga animals, kaya dapat talaga, mag alaga lang ng tamang number ng animals sa bahay.

    Sa kabilang banda, marami rin kasi talagang mga stray dogs & cats na nangangailangan ng bakuna at tamang pag alaga sa kalusugan. Eh, wala naman programa ang lokal na gobyerno para alagaan ang mga aso't pusang walang guardians.

    Usually, yung mga ganyang ordinansa pinapatupad para ma-pressure ang mga tao pumili kung magbabayad ng multa o i-give up ang pets. So, sa puntong yun di rin ako sang ayon.

  42. I am for this ordinance. May health issue din kasi na involved e. Kahit gaano pa kalinis yan, still it can bring disease. Isa pa, kung madami kang alaga may chances na meron kang hindi masyado maaalagaan. Isipin mo na parang maraming anak, merong isa o dalawa na magsa suffer. Agawan siempre ng food. Well, ibang usapan na kung ultra rich ang nag aalaga.
    As for Heart, kailan kaya siya matututong gumamit ng single period at mag construct ng sentence. Palibhasa high school drop out at ang english natutunan lang by hearing it from other people.

  43. This is what you get when you elect meatheads in public office. How does this ridiculous and utterly stupid ordinance help "control" rabies and other so-called zoonotic diseases? I, for example, have more than 4 dogs and all are vaccinated (anti-rabbies, boosters, etc) and well-taken care of. My dogs never leave the house, and when they need to have their exercise, I have a big enough garage where they can run freely without disturbing my neighbors. I'm a responsible pet owner so why should I be harassed by this stupid ordinance (if ever it gets signed)? Bakit hindi niyo paigtingin yung kampanya nyo sa pagcontrol ng stray dogs and cats through free/mandatory vaccination of pets, information campaign, pagfine sa owners ng pets na pagala-gala sa kalye, etc. Bakit pati yung mga responsableng owners dapat madamay dito? Why do I need to register as a breeder ganung hindi naman ako nagbebenta ng aso? Madami lang talaga yung aso ko. Ang nakakatawa, pag nagbayad ka, pwede ka din naman magalaga ng higit sa 4 na aso/pusa. Ano ngayon ang sense ng pagbawal in the first place? Your guess is as good as mine. At isa pa, hindi lang basta hayop ang turing ko sa mga aso ko, pamilya sila para sa akin and I'm sure a lot of pet owners can relate to that. Kaya ano gagawin nila, kukunin yung sobra sa 4 kong aso na parang laruan lang? The level of ignorance in this ordinance is disturbing.

    1. I have the same exact sentiments. Walang sense para sakin to. Pinupuntirya nila ang mga pet owners, unfair to sa mga responsableng nagaalaga ng hayop. In my case, may intances na pinupulot ko mga pusa sa kalye para alagaan and we have an enclosure at the back of our house. Never silang lumabas, gumala or namerwisyo. Gumagawa nanaman ng pagkakaperahan ang mga ampaw na yan.

  45. May kulang pa nga ang ordinance ng Mayor, dapat ipakapon ang mga pets para hindi dumami ang aso at Pusa sa PI. At isa pa kailangan sa loob ng bahay nakatira ang mga pets hindi sa labas na nakakadena, ang papayat pa nila, hindi yata pinapakain.

  46. Nice one heart! How is equating "being responsible" to "maximum of 4" in any way NOT absurd? That is a lazy metric. Something as nebulous a term as "responsible pet owner" requires better rubrics. Tutal binabayaran na din ang City Vet PER PET, due diligence na lang na mag ocular inspection at assess ng mabuti kung kaya nga suportahan ang pets. Putting an arbitrary number is just plain lazy.

  58. I don't think there's a problem with keeping heaps of pets in your house. Just make sure that you can provide the proper needs of your pets just like the needs of your family. Eg. vaccinations, vet fee, their food, etc. do it if you can! But if you can't, then shut up! Priority your family first before everything else. Be responsible!

  66. Anong gagawin kong mabuntis ang alagang aso at pusa abortion bakit hindi kayo mag open ng animal clinic na mag sterilize sa mga aso at pusa para hindi nagkalat moning kong saan saan at tuta. Hindi ba mas effective yon? kailangan nga lang ng pondo ng city hall. Tapos strict monotoring sa may alagang aso at pusa.

  89. depende po siguro sa kakayahang mag alaga ng hayop ang dami ng aalagaan.
    minsan po kasi, dumadami lang ang alaga dahil nire-rescue o napupulot lang sa kalye at binibigyan ng maayos na bahay ang hayop, hindi naman po dahil sa binili yung hayop o sadyang pinarami.
    magiging kawawa naman po ang ang hayop sa kalye kung hindi na sila ire-rescue ng dahil lang sa na max out na nila yung pwede nilang alagaan.

Breeding however is a different story. What does it say about animal shelter for abandoned and abused animals? Or if I just want to save animals and keep them in my property?

  106. sana lang mas pag aralan ang mga batas, instead na i-limit ang pag mamay-ari ng pets, dapat ipaigting ang kampanya sa spay and neutering ng animals lalo na sa stray animals. sa halip na magkurakot, ayusin ang mga shelter para sa mga alagang hayop na inabandona or naligaw at nawawala. makakabuti rin na ipa register or magka-lisensya ang mga pet owners para sa pag aalaga ng pets kung ang gusto lang nman ay makasiguro na maalagaan ito and mabibigyan ng maayos na pangangalaga. paghusayi ng ng lokal na gobyerno ang kampanya sa mga bagay na mahalaga tulad ng population explosion, poverty alleviation dahil kapag ito ay natugunan, mas magiging maayos ang lahat at mas madaling masolusyunan ang iba pang mga bagay gaya ng problema sa pag aalaga sa mga hayop.- Dhonna

  115. Ang hindi nila maintindihan is the fact that there are many families who view their pets as part of their family. Hindi mo naman pwedeng ipamigay o palayasin, o ipaampon ang isang miyembro ng pamilya mo kung alam mo naman na kaya mong alagaan! I have 4 adult dogs, 1 Puppy, 5 adult Cats and 5 kittens... hindi ko kyang itapon o ipamigay ang mga anak ng mga alaga ko, 5 of these "pets" are actually rescue cases. I have 2 jobs so I can support them, and give them what they need. Does it make me a bad citizen of Quezon City to be taking care of so many in my home? NO!... No one in the government can dictate how I exercise my humanity and compassion towards my family, pets included!
    This effin Ordinance is preposterous! Ayusin nila ang crime rate sa QC at magpasalamat sila na may mga tao na responsableng nagaalaga ng mga animals within the city! The more responsible pet owners, the less strays... Ilang beses nang sinave ng mga alaga ko ang mga anak ko from akyat bahays even giving up their lives just to save my children, samantalang ang QC Government walang nagawa!
