Repost: GMA Network Franchise to be Renewed By President Duterte, ABS-CBN's Still at Committee Level in Congress

President Rodrigo Duterte signed a law renewing the franchise granted to GMA Network for another 25 years.
He signed Republic Act No. 10925 on Friday, April 21.
GMA Network, which runs television channels, radio stations, and an online news site, had been given a franchise through Republic Act No. 7252 when it was still known as Republic Broadcasting System Inc.
RA 10925 allows GMA Network to continue operating its channels and orders it to provide air time for public service announcements, especially in times of emergency or calamity.
It also exhorts GMA Network to "comply with the applicable labor standards" with consideration to "the nature and peculiarities of the broadcast industry."
In 2015, talents hired by GMA won a case against the broadcasting company. The labor arbiter of the National Labor Relations Commission ruled that GMA-7' contractual workers, given the nature of their job, should be treated as regular employees and be given security of tenure and benefits.
Members of the Talents Association sued GMA 7 for depriving them of law-mandated benefits like health insurance and social insurance.
RA No 10925 also allows the President to temporarily take over or stop operations of GMA Network if in the best interest of the public.
Rival network ABS-CBN Corporation is also up for franchise renewal. The President's scathing tirade against the network has sparked concern among its stockholders, especially in view of the network's pending franchise renewal.
House Bill 4349 seeking to renew the franchise granted to ABS-CBN for 25 years is still at the committee level.

Pretext Commotions
Sometime ago, Happy Actor (HA) had to find a solution to his car breakdown. Thus, he asked Vehicle Owner (VO) if he could rent a car for a month and they agreed on the daily rental price. VO then asked for a downpayment, which was usually 50% of the cost of the contract. HA requested if he could pay only a part of the downpayment, as he did not have enough funds at that time. VO, trusting that HA will keep his word, accepted the amount HA offered.
After a month of using the car, HA requested for an extension. When four weeks passed, HA and VO agreed that the former should return the car the next day. HA asked for the amount he owed VO, and when he found out, he requested for a discount. Furthermore, HA requested if he could pay his debt in two installments. VO had to choice but to agree.
When the first due date arrived, HA sent an sms to VO stating that he did not have sufficient funds in his account to cover the installment. VO should not deposit the check. However, VO said that they needed the money because of personal, urgent reasons. A series of text messages ensued and soon, HA was calling VO. VO, who was avoiding any untoward incident that a phone conversation with HA might bring, did not take the call. Instead, his girlfriend took the call and VO overheard HA screaming at the woman. HA attempted to explain that his paycheck from the network was delayed, which was the reason he did have enough funds.
Finally, the second due date came. On the eve of the said date, HA sent a message asking for another extension. HA claimed that a family member was in dire need of his help and he wanted to use the money first. However, given the incident with the first paycheck, VO is having second thoughts on trusting HA again. It seems that after using the car service, HA is even the one dictating when he should pay, which seems unfair to VO. Moreover, when the car was returned, VO noticed that the car kit was missing, the aircon was malfunctioning, and some bearings were loose. What is getting on the nerves of VO is that he is unable to pay up, but has funds to set up a dream date with his partner. Such date was all over the entertainment pages, by the way.

ABS-CBN emerged as the most awarded television network at the 15th Gawad Tanglaw Awards held Tuesday evening.
The Kapamilya network bagged more than 20 awards in the television category, including Best TV Station, Best Television Series for "The Greatest Love," and recognition for actors Coco Martin and Sylvia Sanchez.
ABS-CBN chief content officer Charo Santos was also named Best Actress in the film category for her work in "Ang Babaeng Humayo," alongside Jaclyn Jose for "Ma Rosa."
