Repost: House Justice Committee Approves Death Penalty Bill

The bill restoring the death penalty passed a major hurdle in the House of Representatives with its approval on Wednesday at the committee level, paving the way for the measure to be taken up on the plenary floor.
With its swift approval, the measure allowing courts to impose death as punishment for heinous crime — one of President Rodrigo Duterte’s campaign promises — may be debated and possibly passed on third and final reading before Christmas.
By a 12-6 vote, with one abstention, the justice committee chaired by Oriental Mindoro Rep. Reynaldo Umali approved the substitute bill consolidating several similar measures reimposing the capital punishment for more than 20 heinous offenses, including rape with homicide, kidnapping for ransom, and arson with death.
This followed a nearly three-hour long debate by lawmakers in favor of or opposed to the death penalty bill, one of the priority legislative agenda pushed by Mr. Duterte, along with measures lowering the age of criminal liability and switching to federalism.
Albay Rep. Edcel Lagman and Dinagat Rep. Kaka Bag-ao articulated spirited objections against the approval of bill, arguing that there were no compelling reasons to justify the reimposition of the death penalty bill.
But their arguments fell on deaf ears in the face of the majority.
Leyte Rep. Vicente Veloso, a former Court of Appeals justice, said it was important to give courts the option to impose the penalty of death against the worst and most hardened criminals.
“If the one in front of you is Satan himself, at least give the government the option to kill the person. That’s Satan already,” he said.
Bag-ao begged to disagree with Veloso, saying most of those who would end up facing death as punishment for their offenses are ordinary people.
“It’s not Satan who would face the courts, but ordinary people, many of them among the poor,” she said.
She also cited Philippine Statistics Authority figures showing that the period when the death penalty was imposed did not indicate any decline in crime numbers. In fact, she said, the numbers showed there was more crime during the time capital punishment was in effect.
But Umali, the committee chair, later presented figures submitted by the Philippine National Police showing an opposite trend where criminality had started to rise after the death penalty was abolished.
Seeking to put an end to the debate, Majority Leader Rodolfo FariƱas noted that the framers of the 1987 Constitution, many of them devout Christians, had opted to keep the option of capital punishment.
“When they framed the Constitution, if they thought the death penalty was wrong, they should have abolished it in the first place. But what they did was set it aside. They said it could be revived if Congress wanted to,” he said.
He further noted that Mr. Duterte was elected by the Filipino people after he promised to reimpose the death penalty and to litter Manila Bay with the bodies of criminals.

Just Making Her Feel Pressure
Given such reality, when such actors move on to other responsibilities, vacancies are created. This gap is so lucrative that the second-in-line talents are hoping they would be the next to be built up as stars. When Pretty Talent (PT) was discovered, her background was immediately scrutinized and her links with famous celebrities were suddenly unearthed. Consequently, the intrigue resulted in bashing on the one hand, and curiosity on the other hand. Nonetheless, this situation added recall to the name of PT.
Obviously, PT is being given a chance to shine along with Her Partner (HP), who does not have as many connections as PT. From a handful of followers, PT and HP seem to be heading towards becoming the next loveteam, as they have increased their fanbase as of late. PT, meanwhile, could not seem to see the demarcation line between their reel and real loveteam. Some even claim that PT is nurturing feelings for HP.
However, the situation between PT and HP is encountering bumps. In one of their appearances, they were joined by Network Transferee (NT). From the looks of it, NT is more attractive than PT. Hence, she caught the attention of HP. Since their meeting, HP has been looking forward to seeing NT in their common projects with the station. Being sensitive, PT immediately felt the diminishing attention of HP for her. It came to a point that she would suddenly pout or show irritation whenever NT was around. She would even snub NT and pretend she was not around, even though they are both working in the same project. With the heavy attitude PT is showing, her mood sometimes affects taping, and thus disrupts workflow. Her handlers fear that this attitude might bring her down. Nonetheless, a starlet wars between PT and NT would make great material for intrigues, and therefore, attention to both.

Julia Barretto is planning to invite his father, comedian Dennis Padilla, to see her upcoming movie “Vince & Kath & James” when it opens in cinemas this coming Christmas day.
In an interview on Tuesday, Barretto said she is hoping her father could make time to see her movie because his feedback is important for her.
“Sana may time siya for me. Baka busy. Tignan natin pero siyempre invite ko siya kasi this is a rom-com and my dad is a comedian so siyempre gusto ko makakuha ng reaction, ng advice galing sa kanya. Gusto ko rin na maging proud 'yung daddy ko sa first ever comedy project ko,” she said.
Did she ever ask for tips from him while she was doing the movie?
“No, kasi gusto ko siya i-surprise. Gusto ko makita niya 'yung finished product tapos doon na siya magbigay ng comments niya right after,” she said.
Barretto said even her mom, actress Marjorie Barretto, is clueless about her character in the movie as well as its storyline.
The 19-year-old actress said she is just happy that things are so much better now between her and Padilla after everything that their family has gone through in the past.
“I hope [he can join us on December 25]. He has his own family na rin so I don’t know if he is going to be spending it with them. Let’s see, but at least we are all okay. Everything is so much better than it was before. Baby steps talaga 'yan. He’s still my father at the end of the day. Siyempre mahal ko pa rin 'yun talaga,” she said.
Directed by Theodore Boborol, "Vince & Kath & James" is Star Cinema’s official entry to this year’s Metro Manila Film Festival.
It is Barretto’s first big screen lead role. The movie also stars Joshua Garcia and Ronnie Alonte.
