DeleteThis is not just his fault. Sali nyo ung nag approve ng subdivision sa municipal. They (at the municipality ng government) did not do their due diligence before approving it, otherwise they will not have this issue. Sa Canada, before ma approve ung subdivision, the developer and their engineers will submit the plan for the subdivision along with other requirements, then the City/Town will review, they will check to see if the plan is within the zoning and building by-law, then if its good to go, they developer can only then start digging. Then once theyve already finishing the initial step, the developer will submit the plan for each house, they cant just build the houses. Basically, every next step the developer makes, the City/Town have to approve it first. Sa Pinas kasi, pera perahan kaya ang kawawa ung mga naunang nakatira sa area bago madeveloped ung area.

DeleteUsed to live in a community like this in Cebu. Hindi lang po puno kinuha nila, pati ang flora at fauna ng lugar. Natural habitat ang bundok ng Cebu ng mga maral at bayawak, may malalaking mga ibon pa at miminsan squirrels. Eto yung mga animals na na i encounter namin sa village. Had to sell our house malala ang traffic. Mind you hindi luxurious ang daan papunta sa luxury kuno na mga houses na yan. So what’s the point? Time is still the most precious commodity. Bahala na yang view na yan basta d nasasayang oras namin sa pagda drive.

In contrast Ondoy dumped 1 month of rain. If that happened in any area, any province will experience the same problem. Kaya wag po kayo mapag mataas. Timing lang na sa Cebu nangyari eto, hindi sa areas ninyo. Tama ang sinasabi mo to hold the govt accountable. Re-zoning cannot do so much because of what little flat land is available. Govt should require developers to fully comply to building standards and dapat strict si OBO sa pag monitor nito. Dapat inaayos ang retaining walls and riprap malapit sa river banks and even for subdivisions being developed. Govt should work with developers in these identified areas and come up with quality and proper flood control projects.

DeleteThe people behind this project are to blame. They knew from the very beginning that it was extremely ambitious, yet they built it in a place without the necessary infrastructure or capacity to handle the potential negative impact on the surrounding areas.
The government is also to blame for giving them the permit. From the start, they violated basic planning rules. Check the history of that plot and its zoning classification. Why was it changed? Why did it become residential?
Of course, they allowed it. Politicians likely pushed it through too. Why? Not to boost the local economy, but to create opportunities for more infrastructure projects they could propose, such as flood control measures and roads to connect the project to the main town. More infrastructure projects mean more chances to skim from public funds.
Poor Cebu, so many of its citizens are still rationalizing what is obviously wrong. Understanding the real situation requires stepping back and considering the full scope. Those who focus only on what is immediately apparent risk missing the deeper causes and consequences.
I still pray for its people.

Ever wonder why they dont want to do what SY wanted to do? For sure marami na nakaisip ng aesthetic na ganyan pero kahit sa developed countries ayaw gawin ang ganyan. May reason and maybe what happened to Cebu might be one of the reasons. Wake up public officials.

ReplyDeleteWe get your point. But napaka myopic ng hate nito. Focused masyado kayo kay Slater e yun nga since puro mountainous ang Cebu naka spread out ang developments in different mountain areas. The conversation should be, what should each developer do to make sure na ma contain or address ang issues of flooding sa lowlands. This narrative kasi has been flying out the window na and treats Slater as the reason why bumaha when in fact it is systemic- developers, government and people. Countries like Korea, Taiwan and Hongkong also have similar topographies pero what do they do differently? Dapat yun ang pinag aa ralan and ini implement. Inasmuch as we understand that issue on deforestation, we have to accept that cebu’s population is growing and so is its economy. There is a need for housing and industries and with limited flatlands, developments are brought to the mountains and the oceanside.

What happened in others areas will most likely happen in Guadalupe, ayan may pa sample na hu, and this is the worst in Cebu, right? The mountains are the best flood control and yet the people of Cebu are still defending the contractors.

ReplyDeleteHindi ganon kalayo, a few kilometres is not that far. Tingin nyo bakit tuwing nag fail La Mesa Dam apektado pati Valenzuela, Navotas, Caloocan, etc? Kasi dun sa low lying areas at tabing ilog napapadpad yung excess na tubig. Ang ibig sabihin lang non mas elevated ang Guadalupe, pero yung mga mas pababang lugar na kapitbahay nya ang kawawa.

ReplyDeleteNot defending Slater Young, but I'm wondering why this targeted hate on his project? Noon pa man the rich families in Cebu live in exclusive villages sa bundok. Matagal ng andun ang maraming naglalakihang mansions. Ayala Land was supposed to develop a high end village. Temple of Leah for Ellen Adarna's Lola nasa hills of Cebu, even Marco Polo Hotel and Tops na commercial places. The areas that were severely flooded are near rivers and along the coastal area. Kaya mas nakakatakot ang effect ng malaking reclaimed area sa Cebu City where the big malls, hotels and condos are being built.

They pretty much cut the mountain in half to achieve their desired design. Hindi masama yung magtayo ng housing sa bundok pero iresponsable yung level of destruction na ginawa nung project nila.
