    2. This is not just his fault. Sali nyo ung nag approve ng subdivision sa municipal. They (at the municipality ng government) did not do their due diligence before approving it, otherwise they will not have this issue. Sa Canada, before ma approve ung subdivision, the developer and their engineers will submit the plan for the subdivision along with other requirements, then the City/Town will review, they will check to see if the plan is within the zoning and building by-law, then if its good to go, they developer can only then start digging. Then once theyve already finishing the initial step, the developer will submit the plan for each house, they cant just build the houses. Basically, every next step the developer makes, the City/Town have to approve it first. Sa Pinas kasi, pera perahan kaya ang kawawa ung mga naunang nakatira sa area bago madeveloped ung area.

      Kaya isa dapat sana walang pera perahan.

    5. Used to live in a community like this in Cebu. Hindi lang po puno kinuha nila, pati ang flora at fauna ng lugar. Natural habitat ang bundok ng Cebu ng mga maral at bayawak, may malalaking mga ibon pa at miminsan squirrels. Eto yung mga animals na na i encounter namin sa village. Had to sell our house malala ang traffic. Mind you hindi luxurious ang daan papunta sa luxury kuno na mga houses na yan. So what’s the point? Time is still the most precious commodity. Bahala na yang view na yan basta d nasasayang oras namin sa pagda drive.

If the standard quality is being implemented it lessens impacts of similar tragedies. What people do not realize is that the area around Cebu City was deluged with 183 millimeters (seven inches) of rain and Tino dumped 1.5 months worth of rain in Cebu alone. In contrast Ondoy dumped 1 month of rain. If that happened in any area, any province will experience the same problem. Kaya wag po kayo mapag mataas. Timing lang na sa Cebu nangyari eto, hindi sa areas ninyo. I dont see other parts of Visayas taking the same arrogant stand kasi everyone in Visayas like Negros, Leyte, who went through Tino had similar experiences.

    17. 9:03 Kung ang mga namumuno sa gobyerno ay talagang ginagawa ang trabaho nila or may concern sa pagprotekta ng gubat at pag-iwas sa pagtapyas ng bundok, ang tamang solusyon ay rezoning ng existing flat zones. Marami pang low density, privately owned lands sa Cebu na nasa flat areas. Minsan isang bahay lang ang nakatayo sa loob ng 1,000 sqm na lote. Imbes na hayaan na ganyan, dapat itong i-reclassify into medium or high density, lalo na kung may research-based proof na mataas ang demand sa housing.

      May kapangyarihan ang gobyerno na gawin ito. Nasa zoning authority nila yan.

      Ang problema, hindi nila ginagawa. Mas inuuna ang interes ng mayayaman. Takot silang kalabanin ang mga big developers o influential landowners. Mas gusto pa nila i-change ang zoning classification ng bundok, gubat at agricultural land dahil walang lalaban. Nature lang ang tatamaan, hindi ang may pera.

      Sabihin nga, saang developed country ka nakakita na tinatapyas ang bundok para lang sa LUHO ng high-end housing? Kung meron, paki-justify.

      Tinagalog ko na nang sobra para maintindihan mo.

      Give me a specific area na may undeveloped flat lands na hindi malapit sa creek and I will believe you.

      Tama ang sinasabi mo to hold the govt accountable. Re-zoning cannot do so much because of what little flat land is available. Govt should require developers to fully comply to building standards and dapat strict si OBO sa pag monitor nito. Dapat inaayos ang retaining walls and riprap malapit sa river banks and even for subdivisions being developed. Govt should work with developers in these identified areas and come up with quality and proper flood control projects.

      We have no choice but to coexist with the land that we have.that is a reality of life.

      At sa mga mayayabang na nag sasabi na huwag iiyak and hingi ng tulong ang Cebu? I guess you dont know Cebu. We have been through so much from Odette, earthquakes and even Yolanda. Cebu rises and work together, we help our fellow Cebuanos because we understand the situation and lived in it. I know people na na submerged ang mga bahay and not a single one even cries about the so called massive deforestation that you are claiming.

      My challenge to you keyboard warriors is punta kayo dito at hanapin nyo ang massive deforestation na sinansabi nyo which rivals the kind in Baguio.

Essentially, dahil sa typhoons at sa geology ng Pinas, his project is a potential risk for his residents and for the people downountain na sasalo sa tubig. Ngayon baha na, pagkatapos ng project niya, magiging deadly yan.

Monterrazas is in Guadalupe and hindi naman binaha ang Guadalupe area, which is where we live. Ang mga binaha are in Talisay and Talamban which are many kilometers away from Guadalupe. Yung na wipe out na area are houses under the Mananga bridge in Talisay and connected to river bank subdivisions like Villa del Rio, Joanna Legacy Homes and Deca. Same thing with Villa del Rio in Talamban where the creek behind it overflowed. In Liloan subdivisions submerged when Cotcot river overflowed and in Mandaue, Buanonon river. So please lang. ang Monterrazas kay layooooo kaayo ana nila. Google is free. Nakakainis mga keyboard warriors na wala sa hulog ang galit

    13. 9:28. Yes. Because for this issue wala sya kinalaman. Misdirected po ang galit ninyo and when misdirected or misinformed ang tao hindi naaayos ang tamang issue. In this case overflow sa rivers and creek yung issue. In this instance yun ang kailangan tuunan MUNA ng pansin para maayos kasi it is a real danger when similar issues happen. I live in a similar subdivision sa Monterrazas and limestone po ang bundok and hindi po kalbo ang bundok namin kasi there are dedicated spaces for greenery and trees.

      When we choose to focus on Slater and Monterrazas it takes away the focus from the need to strengthen ripraps in areas near river banks, increase elevation of housing projects for coastal subdivisions, impose no build zones near river banks like the Mananga river, etc, ensure that retaining walls of subdivisions meet standard requirements, do proper information dissemination when dams are opened and execute an EWD to evacuate when dams reach critical water level, etc.

      These are conversations that need to be brought in the open when we focus on the topic at hand. Focusing blame on Slater for something that did not happen will not shed light to these issues kasi magka iba na issues and root causes ang nangyari and sinasabi nyo na pwede mangyari

      At walang problemang magka subdivision sa mabundok, mountain settlements are common around the world. Pero over the top yung ginawa ni Slater Young, instead of working with the topography giniba niya yung kalahati ng bundok. Hindi bagay sa pilipinas na laging binabagyo.

    9. Don’t be fooled just because the project hasn’t flooded the area itself, or even the next town. That isn’t proof it’s harmless. Water moves. Under pressure, it will find any escape. If you block it at one point, it simply turns and flows where there’s room. That’s basic physics, not opinion.

      The people behind this project are to blame. They knew from the very beginning that it was extremely ambitious, yet they built it in a place without the necessary infrastructure or capacity to handle the potential negative impact on the surrounding areas.

      The government is also to blame for giving them the permit. From the start, they violated basic planning rules. Check the history of that plot and its zoning classification. Why was it changed? Why did it become residential?

      Of course, they allowed it. Politicians likely pushed it through too. Why? Not to boost the local economy, but to create opportunities for more infrastructure projects they could propose, such as flood control measures and roads to connect the project to the main town. More infrastructure projects mean more chances to skim from public funds.

      Poor Cebu, so many of its citizens are still rationalizing what is obviously wrong. Understanding the real situation requires stepping back and considering the full scope. Those who focus only on what is immediately apparent risk missing the deeper causes and consequences.

      I still pray for its people.

  23. I live in a mountainous area of Cali na highly developing. Ive seen them na talagang tinatapyas ang mountain para magpatayo ng mga bahay. Ever wonder why they dont want to do what SY wanted to do? For sure marami na nakaisip ng aesthetic na ganyan pero kahit sa developed countries ayaw gawin ang ganyan. May reason and maybe what happened to Cebu might be one of the reasons. Wake up public officials.

    1. We get your point. But napaka myopic ng hate nito. Focused masyado kayo kay Slater e yun nga since puro mountainous ang Cebu naka spread out ang developments in different mountain areas. The conversation should be, what should each developer do to make sure na ma contain or address ang issues of flooding sa lowlands. This narrative kasi has been flying out the window na and treats Slater as the reason why bumaha when in fact it is systemic- developers, government and people. Countries like Korea, Taiwan and Hongkong also have similar topographies pero what do they do differently? Dapat yun ang pinag aa ralan and ini implement. Inasmuch as we understand that issue on deforestation, we have to accept that cebu’s population is growing and so is its economy. There is a need for housing and industries and with limited flatlands, developments are brought to the mountains and the oceanside.

    1. Hindi ganon kalayo, a few kilometres is not that far. Tingin nyo bakit tuwing nag fail La Mesa Dam apektado pati Valenzuela, Navotas, Caloocan, etc? Kasi dun sa low lying areas at tabing ilog napapadpad yung excess na tubig. Ang ibig sabihin lang non mas elevated ang Guadalupe, pero yung mga mas pababang lugar na kapitbahay nya ang kawawa.

  60. Not defending Slater Young, but I'm wondering why this targeted hate on his project? Noon pa man the rich families in Cebu live in exclusive villages sa bundok. Matagal ng andun ang maraming naglalakihang mansions. Ayala Land was supposed to develop a high end village. Temple of Leah for Ellen Adarna's Lola nasa hills of Cebu, even Marco Polo Hotel and Tops na commercial places. The areas that were severely flooded are near rivers and along the coastal area. Kaya mas nakakatakot ang effect ng malaking reclaimed area sa Cebu City where the big malls, hotels and condos are being built.

    3. 1:12 just to explain, iba kasi yung magtayo ng mga ordinaryong bahay na nakapatong lang sa bundok, versus yung design ni Slater Young na dinemolish at pinaguho na yung kalahati ng bundok. They pretty much cut the mountain in half to achieve their desired design. Hindi masama yung magtayo ng housing sa bundok pero iresponsable yung level of destruction na ginawa nung project nila.
