Repost: DILG Clarifies Metro Manila Curfew Depends on Ordinances of Cities and Municipalities

The Department of the Interior and Local Government (DILG) on Saturday clarified that the imposition and implementation of a coronavirus disease (COVID-19) curfew on Metro Manila depended on the ordinances yet to be passed by local government units (LGUs).

“The legal basis for the curfew are the ordinances and the mayors agreed to issue these on Monday. So Monday ito,” Interior Undersecretary Jonathan Malaya said in a text message.

The Metropolitan Manila Development Authority announced earlier that it would impose a curfew on Metro Manila as part of the community quarantine measures to control the spread of COVID-19. 

MMDA General Manager Jojo Garcia said that all the mayors in the NCR, as the Metro Manila Council, agreed to issue a resolution to impose a curfew from 8 p.m. to 5 a.m., starting March 15 until April 14.

While curfew violators would not be arrested, they would reminded not to be needlessly out and about.

Malaya, however, said that “curfew implementation is dependent on local ordinances to be approved by each LGU.”

In a separate interview with reporters, the DILG official said Metro Manila mayors have all agreed to adjust their existing curfew hours.

“The PNP (Philippine National Police) is setting up checkpoints starting tomorrow. Since wala pang ordinance, the PNP will... Ang purpose is to limit the movement of people since quarantined ang Metro Manila,” Malaya said.

The DILG official also reiterated that only non-essential movement would be subject to the curfew.

“The curfew is not an imposition of the task force or contained in the IATF (Inter-Agency Task Force) memorandum,” Malaya said.

“It is an added measure requested and approved by the Metro Manila mayors. Now, it is dependent on the respective city council to pass their ordinance,” he said.

The Palace on Saturday released the guidelines on social distancing and community quarantine in Metro Manila covering class cancellations, travel restrictions, transportation guidelines, among others. — DVM, GMA News

      Sa ibang bansa open lang ang groceries at pharmacies, marami nagsarado, people can come in and go out only with police clearance. Sa ibang States ng Amerika, ipinakalat na ang mga national guards para tumulong sa pg kontrol sa covid.

      This is also to avoid people gatherings at night ( personal gimmicks or night life ) . Dahil tumataas ang numero ng positibo sa Pilipinas.

    17. we know it's not pero pag may curfew, hopefully babagal ang spread kasi mapipilitan ang mga tao pumirmi. marami din kasing crowded places pag gabi gaya ng bars, resto etc (sa japan, madaming clusters galing sa bars at concert places). pag na minimize ang babantayan ng gobyerno pag gabi, mabibigyan ng chance magpahinga ang mga workers kahit papano at magffocus lang sa existing cases lalo na sa contact tracing. maganda ding time to para makapagpahinga ang mga mamamayan para na rin lumakas ang resistensya. we can take the time to rest,study, be updated sa news, etc.

    3. That’s fine. This is a drastic measure to control the pandemic virus in our country. If you look in other countries: China locked down Wuhan on January 23 with only 500 confirmed positive blown into 80,000k with over 3k deaths and now it slowing down in China. Italy lock down only the northern part - Milan, Venice- after 2 days the whole Italy is in lock down - over 17k and over 1k death. Some parts of Spain are in lock down, El Salvador, New Zealand, Poland, Ireland are lock down. More countries are declaring national emergencies, shutting down schools, universities, shops, night clubs etc.

      In Iran, epicenter of covid outbreak in Middle East. Slow response, until they have over 10k positive and over 600 death toll. They are now imposing lockdown to control Virus.

      In US, the cases are growing, national emergency ha been declared at mobilizations of national guards on different states to control Virus. In Canada, The Canadian Parliament is shut down as PM is in quarantine.

      Kaya ba ng pilipinas magkaroon ng massive testing tulad sa Sokor?

  9. Ang pag iimplement ng rules para matigil ang pagkalat ng virus ay hindi Martial Law. Ang tawag dun PROTECTION! Dahil malungkot Mang sabihin, may ilang nagpositibo sa virus ang iresponsable at hindi dinisclose saang galing na bansa, Huli na kung kailan nang isugod sa ospital. Hindi rules ang papatay sa tao, TAO MISMO!

  13. Ang alam lang na solusyon ng gobyernong to sa mga problema eh either martial law, lockdowns or curfew. After all the press conferences today, they did not mention ANY pharmacological strategy to contain the virus. No mention of increasing test kit production, healthcare professionals are BEGGING for gear, and we have the highest morbidity rate for COVID infected individuals.

    1. Hindi ko alam kung parehas tayo ng pinanood. Pero narinig ko naman na in close coordination DILG and other agencies with DOH. May donations din na test kits from other countries like South Korea na dumating yesterday, and may darating pa sa susunod na mga araw. Sec. Duque even mentioned na they are in touch with UP, para mapabilis ang production ng test kits. Or isang presscon lang napanood mo yesterday?

When the first case was reported the Italians thinkng that they are not vulnerable having a great healthcare System in defiance of the warning they went out in droves to clubs, cafes and restaurants. Anyare after? Hee in Bancouvet there is no inspection of body temperature of arrivals at the airport. The government is just asking for people who traveled outside the country to self isolate. Practice social distancing. Klasmeyts it is called flattening the curve. If you dont know what it means google it.

  19. We are encouraged to stay home as much as possible. Kaya sa mga matigas ng ulo isipin niyo muna ang nagtatrabaho sa mga hospital at sa mga tao mas vulnerable pa sa atin kapag nahawaan sila. Wala pa tayong vaccine guys kaya mag inggat muna tayo.

  20. Ang gulo gulo nila walang coordination. Wala naman problema sa pagsunod lalo na kung makakabuti with the exception of some pasaway pero sila din nag cause ng confusion sa public. Bakit di kayo magusap para stick to one script kesa lituhin mga tao mas nakakapanic yun. Saka ok lang kwestyunin sila lalo na kung may doubt at magulo sila di naman ibig sabihin di na susunod. Gusto lang malaman rationale at tama at complete info di yung need pa ng interpreter lalo na sa crisis na ito.

  23. Sana kasi yung lumabas na ng first 3 case na may covid 19 pina lock down na on and off from China like what Taiwan did. Pero wala hinayaan lang at binalewala lang :( kung kelan lang pa worst na... pero wala na tayo magagawa andito na all we Can do is stay at home at wag na lumabas. Nakaka depressed na nangyayari ito first time ko ito na expeirence.

    I was also talking to my tita from Italy she said late din ang action ginawa ng Italy government hinayaan lang nila. Hangang dumami na ayun lockdown na.
