Statement of DILG Sec. Mar Roxas on the Video of His Meeting with Tacloban Mayor Alfred Romualdez

Good afternoon to all of us !

I am here to tell the truth about the questionable video that is being spread by the camp of Tacloban City Mayor Alfred Romualdez . For your information , there also appears to be a longer version of this YouTube video.

There is also a 51-minute audio recording that serves as the official minutes of the Consultation Meeting held last Nov . 14 , 2013, 6 days after .

I do not intend to waste time to answer this issue. I am one with our fellow citizens who are more willing to focus our work towards recovery.

But lies should not be allowed to spread at this point.

Anyone who watches the video will tell you:

First, the conversation in the video was doctored;

Second , the important part of the conversation was deliberately cut off and removed, along with the full context .

Anyone would immediately conclude that whoever made this video, had an evil plan in mind.

To those who have watched the longer video, the words that I have spoken to Mayor Romualdez were clear enough.

All I wanted to do: to clarify the division of labor and responsibilities of each.

He said, his city administrator said that " we can not do it anymore. " And that we have to take over.

To be clear, I told him to put it in writing so that there would be no finger pointing and blaming anyone someday.

And true enough, there now exists finger pointing and blaming.

It is very embarrassing to our people because it is from their taxes that all these kind of help that we pour into Tacloban and across the Visayas and other areas affected by Yolanda. It also includes the assistance and donations from various countries .

Obviously the purpose of this malicious video is to cover up Mayor Romualdez's own negligence as an elected official and to shift the blame to the national government .

It was the Mayor himself who violated his order to evacuate the people away from the danger zones.

He also violated his order that says that if it is a Code Blue during disaster, all officers of the City Hall must be physically present at the Operation Center.

I also found out that after Yolanda and until now, the important councils such as the City Council, City Disaster Risk Reduction and Management Council and City Peace and Order Council have yet to hold a meeting for disaster response.

I sympathize with you, Mayor Romualdez, because you are also the victim of Yolanda, just like your provincemates and our other people in the Visayas.

But you should not be a victim forever. It's about time that you rise up and lead your city towards recovery .

Please trust that we in DILG together with the government will not stop giving aid until the people of Tacloban have fully recovered as well as the rest of 170 cities ravaged by Yolanda.

    2. buking nga kayo sa international news. i dedeny pa. actually both of them failed. poor leadership. first question when was this meeting happened? day 1 right after yolanda passed tacloban? yun sapol. coz this happened days after yolanda crossed the city.as in days na. nung may looting na nagaganap. when people were so desperate for help. tama siya na we will look forward and mag focus sa rehabilitation. pero hindi dapat kalimutan ang mga kapalpakan nila. kasi tong mga trapo na to ay aiming for another seat this coming 2016 election. kaya dapat vote wisely. quotang quota na tayo sa kapalpakan nila.

      Daisy Romualdez alam na ikaw iyan, wag nang itago ang mga kapalpakan ninyong mag asawa. Di kayo nag prepare mabuti bago dumating si Yolanda. Bakit kayo sa resort tumira noong may bagyo at lumiwas agad sa Manila matapos ang bagyo imbes na i coordinate ang mga mamayan na kailang ng tulong. Bumalik na lang kayo sa Tacloban dahil marami ang nakapuna nawawala kayo doon dahil busy kayong bumalik sa Manila at mag pa interview kung sino man ang makinig.

    1. Romualdez arrived in Tacloban a day before the storm coz he knew that Mar and Gazmin were already there. And after Yolanda he was nowhere to be found to the extent that his constituents thought PATAY na ang mayor nila.. Na CNN yang pagka MIA niya 12:33 sinungaling lng talaga siya. Imeldific lang...

  12. I don't like them both pero the video of Romualdez is edited. Oo nga nandun si Romuladez bago ang bagyo kaya nga muntik na ring inanod ng surge dahil he did not heed the warning about the storm surge hindi dahil he wanted to stay with his constituents. Ang tanong ano ang kinalaman ng father in law nya sa video na ito. Alam na. Galit nga ang Tita ko dahil idol pa naman nya nung araw si father in law. Eh di ba may sampalan din nung araw na involved si father in law. Hanapin nyo ang report about how poor Romualdez constituents are in Tacloban, yes poorest even before the typhoon. How long has he been sitting as mayor? Clearly, Romualdez is ignorant of how local governments should be run in relation to national government. Nakaka dismaya sya lalo na sa mga kababayan nya na bumoto sa kanya.

  14. in this case, its clear as crystal that Mayor Romualdez is just sensationalizing the tradegy by dragging down the National Government of his own Incompentence. First and foremost, Why only in Tacloban has a gross number of fatalities unlike other cities, municipalities and even small barangays that were also totally flatten by the super storm has no record of death like San Francisco a town in the island of Camotes? Simply because the LGU has implemented the right measurements of evacuation 2 days ahead before the catastrophe hit. It is in our constitution that the LGU has direct power over its own locality. In case, it can't shoulder anymore then to the Provincial Government then to the last the National Government.

Kayo ang lalakas ng loob niyong makapag comment na parang maraming alam. bakit may pamilya ba kayo na naadon? naranasan niyo ba lakas ni Yolanda. Ang buhay nga naman kung sino pa may kaunting nalalaman tungkol sa buong pangyayari sila pa yung parang magaling magsalita. Lawaklawakan din pagiisip pag may time buksan ang mga mata at higit sa lahat puso.   18. the longer version is no different. it showed how Mar used the calamity to carefully manipulate Romualdez's resignation which opted him to utter words like "bahala kayo" and "you're a romualdez and the president is an aquino". gosh mar! how could you do that in the midst of all the destruction?

    1. Romualdez wasn't asked to resign. He was asked to formalize the National Government's taking charge of his city, in dealing with the crisis. Romualdez will still be mayor, but he will not spearhead the post-yolanda operations. Intindi-intindi din pag may time. :)

    4. Political colors are shining through! If Mar Roxas is sincere in helping Tacloban, he should not be clouded by his own politics. If formality is needed by signing paperworkS and the LGU does not know how to do it, he should have helped by facilitating it...ipagawa ang letter at papirmahan sa Mayor kung kinakailangan para lang mapabilis, hindi yung maghihintayan o kaya "bahala kayo" and stop there OMG. If this is how Roxas deal with crisis situations and deal with problems , I can't help but shudder at the thought of him being a president.

  24. Parang awa n'yo na! For once, pwede bang itigil n'yo na or set aside muna itong iringang pulitika na ito? Daig n'yo pang mag-away ang mga bata. Just work (as a team) to meet the urgent needs of the Yolanda victims/survivors. Work in unison for the immediate rehabilitation of Visayas, particularly the areas that were terribly destroyed by Yolanda. Isa-alang-alang n'yo naman yung kapakanan ng mga tao. Wala silang paki kung sino ang tama o mali, kung ano ang totoo o hindi. Hindi naman sila mapapakain o mapapagaling ng mga salita n'yo eh. Kailangang-kailangan nila ng tulong NGAYON NA. Iyon po ang mas mahalaga. Nakakalungkot isipin na sa bigat at lawak ng problema, napapasukan pa ng mga ganitong aberya. Patunayan na lang n'yo sarili nyo sa GAWA at hindi sa salita.

Naalala kopa ung video ni romualdez 3 days after the typhoon,sabi nia,3 araw na raw siang ngdadrive ng bakho dahil walang ibang pueding gumawa dapat raw 2 or 3 araw lang sia na ganyan,kasi pagod na pagod na raw sia,sa katulad nia dapat daw 2 days lang at iba na ang dapat gumawa,ayun,nasa resort pla sia the whole time ng preparations inuna ang resort nila kaya ayun,daming casulaties sa nasasakupan nia

Cover up ni Romualdez para mapunta sympathy ng mga tao sa kanya at hindi sya ang masisi sa malaking casualtiea ng lugar nga sa kadahilanang wala syang preventive action na ginawa during the typhoon considering binigyan na sila ng warning at geohazard mapping sa mga lugar na nasa danger zone. Face it marami ang hindi nagsilikas malapit sa dagat patunay dyan iyong mga nainterview na survivors. Kasi siguro inisip ng mayor sa ilang taon nya sa paninilbihan marami ng bagyo dumaan eh sanay na sila. Accdg to NDRRMC majoritt of the casualties are those families na nasa danger zone nakatira. Iyong evacuation center nila still nasa danger zone. Naghahanap lang sya ng butas sa national govt. Paawa effect! Sa bagat romualdez sya sanay sya sa maraming taong namamatay panahon pa ni Marcos nagkalat ang patay!

I have been following the news even before the very start of the typhoon and i can see that Mayor is such an inept leader. He does not deserve his position to lead his city.. ang daming tumutulong sa city nyu. hindi lng Tacloban ang biktima pero nasa inyu naka-focus ang majority ng tulong tapos me gana ka pang mgreklamo!!! ang kapal ng face mu. Please ACT like the leader that was expected in you and just work on the rehabilitation of your place like those other leaders whose cities were also affected by the typhoon and earthquake...

Kakahiya talaga ang mga government officials natin...sa panahon ng crisis kailangan naka "put into writing pa"....haler, sa disaster maagement, sinabihan na kayo ng LGU na kailangan na nila ng tulong...dapat per protocol (kung meron man disaster management protocol), may criteria na at what point kailangan i-activate ang pag mobilize ng national government...at kung kailangan mang i "put into writing" dapat kayo na ang nagfacilitate ng paperwor, as in piipirmahan na lang ng LGU kung talagang at the very beginning ay goal nyo talagang tulungan ang LGU regardless of the politics. I don't like the Romualdezes pero sa issue na ito, I see their point. Dapat nga, ang national government pa ang nagtatanong sa kanila kung ano pa ang kailangan nila to facilitate the aid. Haaays! True colors shining through.
