Let's Practice Recycling

Not everyone knows that being at the helm of a religious organization offers a lot of perks. Apart from the feel-good image, monetary considerations also come into the picture. Apart from their salaries, (popular) spiritual leaders get invited as resource persons in various events and/or television shows, both of which come with corresponding privileges. On top of that, they also get to hobnob with different personalities, including their organization’s rich and famous members – those are the perks of the job.
Ever since, he made a complete turnaround and began leading a new life, Popular Personality PP has gained a number of friends within the religious group where he and his family belong. PP became friends mostly with those within the high rank of the said group. One of them is Charismatic Personality CP.
To an average religious person, it is easy to like CP for he is a smooth talker and has such a magnetic personality. It was probably one of the reasons why PP and his family had fondness for CP and his family as well. Known to be a very giving person, PP’s generosity to CP was something special, as in special in size.
As days went by, PP’s gifts to CP became bigger. It was normal when he would allegedly give free trips to CP and other members of the congregation. There were instances also when PP’s Wife PW would give expensive gifts to CP’s family members as well.
One day, PW gave CP' a luxury item for women, presumably to be given to CP’s better half. But alas, something came up after. Word had reached PW that the said item did not go to the intended recipient, as it was seen being used by Another Person AP. Uh oh, how did the item get to AP? Hmmm..... perhaps the family practices recycling!

Letter from a Reader: NCCA Used Public Money to Send Its Secretariat Officials to Venice Biennale 2015?

Dear Fashion Pulis,
Allow me to share through your blog about the current events and issues at NCCA also known as National Commission for Culture and the Arts, hoping that it reaches more people concerned.
We hope that something immediate is done about this recent issue.
1. The NCCA sent a delegation headed by its Chairman, Felipe M. De Leon, Jr., to grace the opening of the Venice Biennale on May 5, 2015. The duration of Official Travel of said delegation to Venice is May 5-13, 2015.
2. The NCCA delegation is composed of top-level management officers: Adelina Suemith (OIC Executive Director), Marichu Tellano (Head, Plan/Policy Formulation and Programming Division), Myla Buan (Board Secretary), Herence Llapitan (Head, National Endownment Fund for Culture and the Arts Division), Susan Dayao (Head, Administrative and Finance Division), Bernan Joseph Corpuz (Head, Subcommission on Cultural Heritage Section), Ferdinand Isleta (Head, Arts Section), Renee Talavera (Head, Subcommission on Cultural Communities and Traditional Arts Section).
3. NCCA’s top management (heads of divisions and sections) is on travel EN MASSE overseas at the same time for more than a week.
Questions:
Is the NCCA then left supervised by designated officers-in-charge during the duration of travel? Is this practice (top positions filled in by OICs while head honchos all are on travel together for one event only) considered ethical by government?
What was the rationale for the selection of the composition of NCCA’s delegation? Do their official tasks and terms of reference really entail travel? Were they invited to attend the opening and were offered to be hosted prior to their selection as part of the NCCA delegation?
If this travel was authorized and considered official business, where did their Travel Authorities come from? The NCCA is under the Office of the President, so the MalacaƱang should be aware of such delegation? If not, why shouldn’t the OP be informed?
If the NCCA fully funded the travel of its officials (airfare, local accommodations, allowances, etc.), is NCCA, therefore, in violation of the austerity measure (AO 103) being implemented by the government that is not yet lifted?
Aside from its top officers and the featured artists (Jose Tence Ruiz, Manny Montelibano, and curator Patrick Flores), did the NCCA delegation include artists, gallery operators, and art critiques, who could have been benefitted from the most prestigious and oldest contemporary art exposition in the world? If not, why were NCCA administrators prioritized?
What do we expect from NCCA’s delegation? Would the NCCA Chairman, as Commissioner of the Philippines Pavilion have an official itinerary during the duration of his travel? How about the rest of his delegation? If merely part of the delegation, how incompetent could the Head be that he would need 8 or so assistants?
How much is the total fund allocation for the Philippine participation in the Venice Biennale 2015 and sources of funding? How much was allocated for the NCCA delegation?
The NCCA, according to its Implementing Rules and Regulation of Republic Act 7356 (Law Creating the National Commission for Culture and the Arts, April 3, 1992), is to administer the National Endowment for Culture and the Arts (NEFCA) for cultural programs, projects, and activities (Rule XIV: NEFCA).
Is the agency allowed to give grants to its own employees?
If the NCCA funded its own delegation through its NEFCA, is this not a clear violation of the law?
Would not RA 7356, Rule XVII: Code of Ethics, prohibit the NCCA officers and employees of the Secretariat from getting funded though the NEFCA which is established for grants for artists and cultural workers?
Why did the NCCA Board of Commissioners approve the funding of such through NEFCA? Was there a project proposal from its employees that was evaluated and approved through channels? Being the final approving body, why did the NCCA Board allow the members of its Secretariat to get grants?
How can the NCCA delegation to Venice have concurrent contracts as grantees and regular full time government employees at the same time?
Should NEFCA be used for the NCCA officials and secretariat’s projects, personal development, trainings, local and international travels, and other similar undertakings? What are the requirements and formal rules being implemented by the NCCA to ensure the legal utilization of NEFCA for such?
It should be noted that this is already the second time the NCCA did send delegation under the NEFCA funding. In 2014, NCCA sent another delegation of employees to attend the exhibit opening of “Philippines, Archipelago of Exchange” at the Paris Musee Du Quai Branly.
Hoping that these questions and concerns will be addressed accordingly.

Gerphil Flores Snubs Kapamilya Shows

Asia’s Got Talent finalist, Gerphil Flores, is getting as much flak as her unprecedented success in the show. Allegedly, Flores has imposed certain limitations on her guestings in Philippine media, and that includes declining invitations from ABS-CBN, even an appearance in ASAP. Flores has guested and granted interviews in GMA and TV5 shows since she arrived from her successful stint in Singapore.
In 2010, Flores was a contestant at Pilipinas Got Talent, which was produced and shown over the Kapamilya network. However, Flores failed to impress the judges, namely Freddie Garcia, Kris Aquino, and AiAi delas Alas. Thus, Flores did not make it far enough in the talent contest. However, her parting words were focused on her insistence to stick to promoting and singing classical music.
Her stand was not surprising as Flores was already singing classical songs over at DZRH, where she sang with other classical Filipino singers. Since losing out in PGT, Flores has studied at the UP College of Music, where she is finishing her BM Voice program.
In her recent interviews, Flores admitted that she did not have as much training as she has now when she sang for PGT. Her confidence, choice of songs, and even the way she projects herself all indicate the drastic change in her performance then in PGT and now in AGT. However, her disinterest in guesting in Kapamilya seems to indicate that she is still miffed from the harsh comments she received during her performance.

Deplorable and Shameful Actions of the Bride

Whenever a celebrity gets married, the public is treated to impressive presentations, such as in the choice of venue, wedding gown, vows, reception arrangements, etc. Photos uploaded in social media accounts only say half of the story, as most viewers are unaware of the stories behind the scene.
After lingering in showbiz and moving from one network to another, Persevering Actress (PA) found a handsome man to spend the rest of her life with. The coverage made several viewers teary-eyed, but most people were happy for PA as she finally got to settle down with someone who is so much in love with her.
Behind the scenes, however, PA had a faux pas, which has resulted in getting the ire of one of her contacts (HC). Prior to the wedding, PA requested HC for her to be one of the godmothers during the wedding. HC, out of generosity, initially shelled out the cost of the wedding bands.
When the invitations arrived, it seemed that pages were missing. HC got the shock of her life when she saw that she was not part of the entourage. She was no longer a ninang, and worse, her relative was also removed from her role in the wedding. No reason was given, as the invitation spoke for what PA did. The angle of money was also puzzling, as other than shouldering the cost of the rings, HC also gave a substantial amount to defray the wedding cost. Then, PA also had the gall to ask if HC can sponsor tickets to a country, where she intends to spend her honeymoon with her husband.
PA never explained what happened to HC, who was expecting to be part of her wedding. HC even had a gown made for the occasion, and she was ready to stand as a sponsor. Nonetheless, HC skipped the wedding and blocked PA in her social media account. Even before PA could start her new life, she already had invited bad luck on her wedding day.

It's Realization Time

Make hay while the sun shines – so goes the saying that best applies to showbiz industry people and the notably popular celebrities. Everyone knows that showbiz offers no financial stability - you may be up now, gone tomorrow. Depending on their priorities, many stars know the value of saving up while they can, while they still can command fat figures in talent fees.
Woe to those who bask in their temporary fame who live the high life and paint the town red. Those who are always on spending sprees, parting away with their hard-earned money mercilessly, only to realize that tomorrow isn’t just another day. Sadly, this is Dry Spell Star's DS’ present state.
Those in the know secretly feel for DS who is now reportedly in dire straits. Indeed, what a far cry from the life she used to have when she was at her peak? Although some say that it is karmic (knowing how such a bitchy girl DS was then), her closest friends feel otherwise.
Heard from the grapevine that DS has been selling some of her personal belongings to augment her depleting resources. Ironically, but expectedly, DS’ lack of projects come at a time when she needed it most now that she has other people to care for.
What happened that work seems to avoid her at this point? According to sources, DS’ declaration impacted so much on her career as projects lined-up for her were cancelled as a matter of course. Uh oh.
But DS’ limited talent has hindered prospects for other projects to come in. Reportedly, she is now desperately nagging her manager to find her projects at all cost, or else some people will have to sacrifice.
“Unbelievable!” Gushed those who learned of DS sad plight. Only then were they informed that for all the millions upon millions that she earned for years that she was at her peak, nothing, as in nothing got earmarked for investments at all. Allegedly, DS just spent carelessly believing that tomorrow would take care of itself. Sad!
Now, DS had to sell her pieces of jewelry among other things. How true are reports that her predicament is so serious that even the house that she just bought is now up for sale, too? Observers wonder why DS had to be so drastic when she had once declared that her partner was a ‘mucho dinero?’ Insiders quip that it’s not true, in fact far from it. The truth is, it’s the partner who depends on DS for dear life. Ouch!!
