Pres. Aquino Cites 'Drug Use' for Nora Aunor Snub

President Benigno Aquino III finally spoke out on the non-conferment of the National Artist title to award-winning actress Nora Aunor, citing her drug conviction as the reason for the snub.

The actress got a big number of votes from her peers in various artistic fields who participated in the rigid, 3-phase selection process, stirring controversy when Aunor was dropped from the list of awardees.

On Tuesday, July 1, Aquino explained his decision in response to questions at a news conference in Clark Freeport, Pampanga, saying he did not want to send a message that drug use is acceptable.

"My only problem – we all know I respect Ms. Nora Aunor – was her drug conviction," Aquino admitted. "She was convicted and punished, and the question here is: if we make her a National Artist, is there a message we are sending to the people?

Aquino was referring to Aunor's arrest in 2005, when she was stopped at the Los Angeles International Airport for alleged possession of drugs paraphernalia and illegal drugs eventually identified as methamphetamine.

Contrary to Aquino's statements however, Aunor was eventually cleared in 2007, after she went through a rehabilitation program, and after her drug test came out negative.

Aquino said an award for Aunor may send a mixed message to the Filipino people.

"I don't want there to be a message that sometimes, llegal drugs is okay or acceptable. The message I want to send is it is always bad and illegal drugs do nobody any good," he said.

"We have zero tolerance for drugs. It is wrong all the time."

The President clarified he respects Aunor's achievements in Philippine cinema, even mentioning that his late father, former senator Benigno Aquino Jr, was a fan of the actress. Unfazed by critics, he also said had he awarded Aunor the prestigious honor, he would have been criticized by groups questioning her qualifications as a role model.

It is not the first time for Filipinos to question their President’s final decision on the roster of National Artists. In 2009, then-president Gloria Macapagal Arroyo removed musician Ramon Santos from the line-up of 4 nominees, and added 4 more names to the final list of National Artists: Cecille Guidote-Alvarez, filmmaker Carlo Magno Jose Caparas, architect Francisco "Bobby" Mañosa, and fashion designer Jose "Pitoy" Moreno.

This was brought to the Supreme Court, which unanimously invalidated Arroyo's decision in 2013.

The other 3 artists who were part of the original shortlist in 2009 were validated: Manuel Conde (Cinema), Lazaro Francisco (Literature), and Federico Aguilar Alcuaz (Visual Arts).

The National Artist title is a special rank conferred on Filipinos in recognition of their significant contributions to the nation’s culture and the arts in various categories, including “Music, Dance, Theater, Visual Arts, Literature, Film and Broadcast Arts, and Architecture or Allied Arts,” according to Gov.ph.

The nominees are prepared by the NCCA and CCP, then approved and signed by the President, who confers the honors via presidential proclamation.

Ang problema lang dito yung mga magagaling na artists sila talaga yung mga may lihim, may mga madilim na nakaraan.   15. Once again, Mr. Aquino has shown to all how incompetent he is in wrongly accusing Ms. Aunor of being convicted for the crime she was charged in the US. Ms. Aunor's case was dismissed by the judge after she complied with all the needed requirements. Therefore, Mr. Aquino's erred on his decision after he falsely claimed that Ms. Aunor was a convicted felon.

    Now that it is clear that Mr. Aquino based his decision from a wrong allegation, is he going to be man enough to admit that he made a mistake and right the wrong he has done? Falsely accusing Ms. Aunor of being a convicted felon and not a good role model for a crime that she has not done is a great injustice to Ms. Aunor.

    Man up, Mr. Aquino, for the mistake that you have done as that is the right thing to do!

Kumbaga, may lamat na ang image ni ate guy e..oo walang katumbas ang naimpart nya sa Pilipinas pero dahil nga sa mga maling nagawa nya, iba na ang tingin sa kanya ng tao. Ngayon kung magiging national artist sya, tapos may ganyan syang history, e baka maopen pa sa isip ng mga kabataan ang pag gamit ng drugs.

At feeling din naman ang ibang artista? In the first place, kung kasama yon sa criteria ni Pnoy, eh sorry na lang si Ate Guy. It's his prerogative, whether you agree or not. Deal with it. Maghintay na lang siya ng next na presidente at baka makalusot siya. Or dapat makipag-bff na lang siya sa mga kakandidato kasi for sure gagamitin nila ito para makuha ang boto ng mga ibang Noranians.

    Isa pa, eh bakit naman kasi ang daming build-up, kaya naman itong si Ate Guy eh nag-expect din. Ayun, nasaktan daw. Eh in the first place hindi pa naman sigurado diba?

  39. Hindi ko maintindihan. Kung hindi siya masama sa National Artist awardees, eh so what? is it the end of her career? May masama ba na mangyayari sa kanya? Why the fuss and the media attention? Eh kung hindi siya nakapasa sa criteria eh ganoon talaga. She should just accept it gracefully. That's life.

  41. Iyan ang mahirap kapag nagkamali ka, kahit sobrang galing mo, isang mali mo lang, hindi ka na hahayaan ng iba makabangon. May bahid na. Iyan ata tingin ni Pnoy kay Nora. Wala na siyang pakialam sa nai-ambag ni Nora kasi nakagawa na ito ng lihis sa paniniwala ng iba. Ganun kasimple iyon and I don't know kung bakit.

  43. I totally agree with Pnoy's decision. Hindi naman kaylangan na mala-santo ka sa linis ng pagkatao. Dapat lang marangal syang tao. Sobrang prestigious ng award na to. Kaya hindi basta-basta binibigay sa kung sino-sino lang. The public sympathizes with Nora kasi artista sya, pero marami pang mas deserving sa kanya. How can you make her a National Artist, she can't even sing anymore! Sinira ng drugs, yosi, alak ang boses nya.

Dapat last yr pa yan i-aanounce lists ng mga NA, pero natagalan siguro kasi daw parang si Dolphy tlaga ang type ni PNoy....pero si Nora ang gusto ng mga members ng grupo na nag bibigay ng NA awards...di ko rin magets bakit din ayaw nila kay Dolphy, kasi daw daming anak at mga naging babae. If you're going to read his book, sinabi niya nag sorry siya sa mga tao at kung pwde wag siyang tularan. Bata daw siya noon, madalas ng nagta-travel, kaya pagbalik sa Pilipinas, ayaw na sa kanya ng nanay ng mga anak niya. Something na hindi niya ma control...ganyan din si Nora.

  45. I completely agree with Pnoy. While not a requirement, it is a given that the national artist should be one who is a good role model. And to say that nora is not, does not mean that she is not an excellent artist. A national artist is like a hero (can be buried at Libingan ng mga Bayani as one of the privileges of being chosen as national artist) and, therefore, must be a good role model.

  48. Many world renowned artists ang nagsuffer from alcoholism and drug use, van gogh, tchaikovsky, allan poe, dickens, just to name a few, some of them even took their own lives. These are the best of best in the world, yet kung naging pinoy pala sila, e di sila magiging worthy of a National Artist Award. ok...

  53. If Nora becomes Natianol Artist, uubusin lang niya sa c yung P1milyon annual pension niya. Para tuloy kununsinti mo pa siya sa mga bisyo niya dahil may puhunan na siya. Sayang yong pera, ibigay na lang sa ibang mas deserving.

Daming nagtatalo d2 pero d alam na c NoraAunor ay nasa libro na ng elementary publicschool socialstudy ata yung subject napag-aralan ng anak ko nung elementary sya ...now 18yearsold na anak ko...alam ba yan ni Pinoyyyyyyyy???sus yung sinasabi nyong dapat rolemodel panisnapanis kc kahit d sya NA ay nasa libro na sya dekada na.......panisnapanis...

  57. Kung gusto nyo maging National Artist si Nora, run for presidency and make her a national artist. Ganun kasimple. Accdng to the constitution, the president has the last say. He gave his reason kung bakit hindi niya pinili si Nora Aunor, we may not all agree with him, but I think it was a valid reason.

    1. Kahit hindi siya formally convicted, alam naman ng tao na nag-drugs siya at mga ilang bisyo. So semantics lang talaga. At the end of the day, may criteria ang National Artist award at hindi nakapasa si Ate Guy. Agree ka man o hindi, sorry na lang. So move on na.

  63. Ako rin NOYTARD, pero hindi ako palo sa ginawa niyang pagtanggal kay Nora at lalo akong hindi palo sa rason niya. Kung yan ang sasabihin niya, bakit si FPJ ginawa niyang National Artist gayong alam ng lahat na babaero at nga-anak pa sa ibang mga babae. Kasal si FPJ nung ginawa niya yun. Hindi ba imoralidad yun. Dapat bang tularan yun? Pasensiya na sa mga FPJ fans pero napagu-usapan lang.
