Repost: Department of Education to Investigate Case of Teacher Presented in TV Show

The Department of Education (DepEd) said on Friday it is coordinating with concerned offices regarding a public school teacher accused of child abuse and who was featured on a television program.

DepEd Undersecretary and Spokesperson Annalyn Sevilla told the Manila Bulletin that the legal team of the agency’s Central Office is “still coordinating with the regional and division offices concerned,” particularly the National Capital Region (NCR) and in Manila. “We will wait for their validated status report first,” she added.

Meanwhile, lawyer and education advocate Atty. Joseph Noel Estrada appealed to the public to hear the teacher’s side. “The public school teacher deserves the right to be heard,” he said.

Estrada offered to help Melita Limjuco, 55, who was featured on broadcaster Raffy Tulfo’s television show after a student’s relatives complained of alleged child abuse on her part. “I do not see any abuse done by the teacher,” he said. “The disciplinary action imposed by the teacher is the necessary consequence of the child’s misconduct,” he added.

Earlier, the grandmother of the child sought Tulfo’s help to file a case against Limjuco to “teach her a lesson.” This was after the teacher was seen on CCTV footage sending a boy out of a classroom. The child’s family claimed the boy “was traumatized” and “humiliated” because of the teacher’s action.

Estrada told the Manila Bulletin that he met with Limjuco on Friday to assess her situation and possibly provide legal assistance. “We only saw the video but what we don’t know is that the child was sent out of classroom because he was fighting with other classmates,” he explained in Filipino. “Aside from the issue of the [report] card that [was] repeatedly forgotten by the child, there was a previous incident where the card was splashed with water and that must have been the reason why the teacher was concerned about it,” he added.

During the show, the staff called Limjuco for her reaction on the case. The teacher admitted her “mistake” and apologized, but the child’s family wanted her punished through revocation of her license so “she could rest” from teaching.

Tulfo then asked the teacher to choose between facing a child abuse case – which is a criminal case – or resigning from her job.

Estrada claimed that Limjuco was not aware that her conversation with the host was live on TV. “It’s unfair for her and this is violative of her right to due process,” the lawyer said.

After meeting with Limjuco, Estrada said that they will face the complaint and possible charges in a “proper forum.”

Estrada appealed to the public not to drag out the issue further. “[Limjuco] has children who work as overseas foreign workers (OFWs) and when they learned of this, they were very worried,” he said Filipino.

Estrada also said that the CCTV recording should not have been shared with the public without the consent of those who are captured in the clip. “It’s not only the teacher was there, other children who are minors and parents were also captured in the video,” he explained. “I also encourage everyone to make sure the personal details and photos or videos of minors involved are not shared or divulged,” he added.

Based on their initial meeting, Estrada said there were other issues related to the incident. “The grandmother and parents already talked with the principal and the teacher already apologized but they still want her to resign from teaching by revoking her license,” he said.

Limjuco, Estrada said, has been a public school teacher for 29 years. “She does not deserve this public humiliation and ridicule or to lose her job and license to teach…our teachers are special parents of the students while they are under their supervision, instruction, or custody” and “as a special parent, the teacher’s authority includes the duty to discipline the students.”

Estrada also reminded parents that their duties as parents include “coordinating and cooperating with the school in implementing school discipline.”

    5. @1:43 Pinalabas yung bata dahil may kaaway cyang ka klase niya. Buti nga binigyan cya ng chair. Kami nga dati pina sitting on the air at nilagyan ng libro yung kamay namin while nka squat sa labas. One way yan na ma discipline yung bata because the real world is much harsher. Sana hindi cya ma bully sa school dahil sa pag broadcast ng lola at parents niya on TV.

    1. Sa lahat ng teachers, magturo na lang kayo nang magturo. Kung sensitive at maaarte mga magulang at ayaw mapagalitan mga anak nila, eh di ituloy nyo lang ang magturo habang nangugulo ang mga pasaway sa klase.

  7. As far as I know, a teacher plays the role of a 2nd mommy when kids are at school...parents shd appreciate that. Yes teachers are paid but UNDERPAID! Teachers get paid to teach but thay also play the roles of a guidance counselor, mediator, first aide, police, entertainer to the students, etc...Without teachers, there will be no doctors, nurses, lawyers, politicians, scientists, etc...Like soldiers in combat frontline, teachers are also in the same warzone molding kids to became better persons.

  8. Meron din naman talaga na teacher na abusado. Kaya wag api-api ang ibang teacher kasi minsan may nag-leak na din na kitang-kita sa video ang pananakit ng isang teacher. Oo, kung noon ayos lang ang gano'n disiplina, pero kung titignan niyo tama ba ang ginagawa ng mga guro noon? Paluhudin habang naka-swat? Paluin ang kamay kasi marumi? Hilahin ang patilya ng lalake kasi makulit? Palabasin at pahiyain dahil sa simpleng pag-iwan lang ng card. Fyi. Inamin ng teacher na mainit daw ulo niya ng oras na iyon kaya gano'n ang nagawa niya. We don't know baka nga iba pa ang nangyayari sa loob ng classroom. Who knows baka kaya nakipag-away ang bata kasi baka binubully. Kaya hindi niyo masisisi si Tulfo kaya ganon reaction niya kasi minsan may naka-encounter na siya. Isang pagkakamali, akala naman nakagawa ng krimen. Pero nang nangangailangan ng tulong ang ilan ay sa kanya lumalapit. Matatawa na lang talaga ako kapag yung mga namba-bash sa kanya ngaun ay magkaroon ng mabigat na problema tapos lalapit-lapit kay Tulfo.

    1. Napanood mo ba yung video ate,sinabi naman ng parents na nagusap usap na sila ng teacher at ng principal. So nag apologize na yung teacher,ang gusto nung lola matanggal sa trabaho si teacher. Hindi sila napagbigyan ng principal,maaring hindi ganun kabigat yung kaso kaya ganun. So ang ginawa ng family,nagpunta kay Tulfo

  10. Ini-idolize ko si Raffy sa pagiging "saviour" nya sa mga problema na inilalapit sa kanyang programa, pero dito sablay sya. Indirect nyang nasulsulan ang lola at ina para madiin at maparusahan ang guro. For the record, marami ding natulungan at na-educate ang gurong ito for 29 yrs of her service; at sa isang iglap ay aalisan ng lisensya bago mag-retire. NASAAN ANG HUSTISYA???

Teachers should focus in there lesson plan let the parents do the discipline you have no right to do that.If she/he forgot the card you can write a note to the parents and if she /he is naughty you can put him in a corner not outside and say bad thing to the child while bring him/her. Teacher you must see a psychologist to control your anger and do anger management.If you that to child where I live in straight away you can not teach children anymore this a bully they take it seriously.

    4. 2:45, how is standing in a corner different from pinalabas siya? Hiniwalay siya sa dahil nakikipag-away sa kaklase. We are talking about an 8-year old, not a toddler. 8 year-olds know that they are supposed to behave inside the class.
      I beg to disagree, 8:50. It is not the responsibility of the teacher to send a note to the parent to remind them. It is the responsibility of the PARENT to ensure that the child goes to school PREPARED. How are you going to teach your child how to be responsible if you are spoonfeeding them? By your way of reasoning, I can only assume that you also expect the teacher to send a note to remind you that your child has a homework he/she needs to do or that exams are coming and your child needs to study. Tsk tsk

It’s already 2019.Why not writing a note it’s means communication teacher and parents working togeter for the benefits of a child, yes I pass note to all parents I want there homework all on Friday.   17. ang di ko maintindihan. anong ginawa ng school mismo? napanood ko ang video at naisip ko bakit hindi muna sa school nag complaint ang mga magulang? bakit hindi pinatawag yng mga magulang kung may pagkakamali ang bata? bakit umabot sa tulfo?pra sakin grade 2 palang ang bata di din tama ang ganong ginawa ng guro sa kanya. sya lang ba ang bata na ginawan ng guro ng ganong klaseng pag disiplina?

    di din tama ang irevoke ang license. siguro, mas fair kung inimbestigahan muna at isuspend ang guro ng 1 week tpos irotate sa ibang level, bka d bagay ang guro na magturo sa mga bata kaya ganon..

  18. Nakakagigil. Kaya lumalaking mga walang modo at walang disiplina na mga citizen ang mga bata sa panahon ngayon ay dahil AYAW NA DISIPLINAHIN! pnalabas lang, na trauma agad?? Batang 80s ako and promise napaka tindi ng mga naranasan namin sa mga teachers dati. Normal na lang yun mabato ka ng eraser, mapatpat sa kamay, mapa squat na may libro na buhat atbp. Hindi ako na traum o ano pa kadramahan, bagkos mas tumibay yun respeto ko sa mga teacher ay sa mga kinauukulan. I can proudly say I am a very responsible law abiding citizen. At dahil yun sa disiplina ng mga teachers!

    Mga magulang please naman, let teachers discipline your child if you cant!

  20. I agree, 5:10! Some parents/grandparents don’t understand that by questioning the teachers who discipline their kids, they undermine the teachers’ authority. Di na matatakot ang mga anak nila dahil parents and grandparents are there to their rescue. 2 lang rules ko when it comes to the way teachers discipline my kids - no hitting and no calling of names. Pag hindi nagbehave ang mga bata sa school at na-punish nila, I also need to be informed para mapagsabihan ko ang mga anak ko. Minsan na din napalabas ng classroom ang son ko & his teacher told me about it. In front of my son, I told the teacher that if he is disruptive in class ok lang sa akin palabasin siya. Kaya takot sila sa teachers nila, dahil alam nila na hindi ko sila ico-condone pag nagkamali sila.

  21. Parang ang malas pala ng mga teacher ngayon..ang daming mga taong sobrang sensitive. Kami nun mas grabe pa mga parusa sa makukulit kong classmates. Palalabasin ng classroom, mag squat na may libro sa ulo or kamay, papaluin ng ruler, babatuhin ng eraser.Kahit nga mga behave na student na katulad ko natatarayan din eh pag wala sa mood yung teacher. Pero walang nagsumbong sa mga magulang haha!

  22. 8:54 kaya namihasa or nawili naman ang ibang teacher kung magparusa na parang sila ang nag anak. Dapat ang teacher mahinahon at pasensyoso at malawak ang isip patulan ang isip bata?

    Oo dapat disiplinahin ang bata pero sa maayos na paraan.
