Roderick Paulate Suspended over 'Ghost Employees'

MANILA, Philippines - Ombudsman Conchita Carpio Morales has ordered the preventive suspension of actor and Quezon City councilor Roderick Paulate in connection with raps filed against him and three others for supposedly hiring ghost employees.

Paulate, councilor Francisco Calalay, Jr., and liaison officers Flordeliza Alvarez and Vicente Bajamunde are facing charges of Serious Dishonesty, Gross Neglect of Duty, Grave Misconduct, Falsification of Official Documents, and Conduct Grossly Prejudicial to the Best Interest of Service.

Morales found sufficient grounds to suspend them for six months without pay.

The 11-page order dated July 5, 2012 states that “strong evidence of guilt on the part of the respondents… the indorsement of these contractual employees to the Legislative Department and their attestation that these employees rendered services, tend to show that they knowingly or willfully used their positions in placing under the employ of the local government of Quezon City."

The Field Investigation Office noted that the National Statistics Office (NSO) and theNational Bureau of Investigation (NBI) have no records of birth or records or clearances, respectively, of a number of these contractual persons.

The investigation was hinged on the complaint filed by Jimmy Lee Davis, a “QC insider”.

The ghost employees supposedly received monthly wages ranging from P2,500 to P5,000.

For the period January to November 2010, Calalay allegedly maintained a total of 29 ghost employees, while Paulate maintained 30 for the period July 2010 to November 2010.

Calalay supposedly disbursed a total of P2,175,000 while Paulate disbursed P1,125,000.

  2. Very nice !! I watched the investigative series shown in TFC. The reporters event went to the extent of looking for these ghost employees. They did found one but the poor guy doesn't know that he was employed at QC City Hall. They even brought him to the QC City Hall to collect his supposed salary but already the money was collected by the Admin assistant of Paulate. So corrupt

  10. sorry, but i can't believe this, less than 2 M lang ung kay Roderick, kayang-kaya nya un kitain, I think may nag set-up sa kanya or baka hindi nya yan alam, mas naniniwala ako na hindi dudungisan ni Roderick ang pangalang nya for less than 10M pesos.

    2. Please! Wag mong i-lang ang less than 2m!!! Whether 2 thousand or 2 million he still stole from the public money... Besides yang 2 mil LANG naman na yan ay lalaki pa sana kung hindi sya nahuli.... Mind you the 2 million was stolen in a span of LESS than 6 months.... No excuses.... Kaya pala nyang kitain eh so why did he still do it!!??? And did you not see the investigation????

Yang mga ghost employee kakabit na ng mga politiko yan sa payroll nila kahit saan meron magsimula pa sa baranggay captain pataas may mga tinatago yan mga yan simpleng pagnanakaw na di kailangan ng voucher...   11. when this news came out some months ago, his camp said that people are out to discredit him because he has been topping the surveys and he intends to run again. he did say he welcomed the investigation to finally reveal the truth. oh well. would you like to know who he's up against in his district?

  15. I will most likely get a lot of flak for this comment.... Some of these showbiz personalities who are now in politics were once really famous and used to earn millions. They got so used to the high lifestyle, but did not have the long term vision to save at least part of their earnings. And like any cycle, what was once on top eventually goes down. After years of getting used to living "up there", these once famous personalities think the easiest way to earn as much as they used to is to "serve" the country by entering politics. If they really, really, really want to serve, they don't have to join politics. Just by their "face value" alone (or what is left of it), they can easily help anyone in need. Also, these networks, aside from the usual singing and acting workshops they provide, should provide Financial Planning 101 workshops that should be attended by its talents. Wag lang puro praise kung saan lumalaki lang ang mga ulo ng iba dyan... Dapat may "Wake Up Call" or "Reality Check" workshop din....

  20. Nakaka disappoint naman roderick, nagpadala sa system. Actually, system din yan sa qc talaga pasimuno ng "head" syempre. Minsan daw kahit mabait nung simula eh may go signal sa nakararami, ayun gumagaya na. At hindi matindi ang kapit nya dahil nabuking sya sa simpleng amount,yung ibang politicians from qc na may "good image" eh ang tagal na ginagawa yan, hindi nabubuking ng public.Ingat mga corrupt newbies! Make sure dumikit sa mga kilala na ang name pag sinabing qc. :)

  27. Madaming ganyan sa City Hall, it's common knowledge. Nauna na ang ibang artista na dati pa nag councilor na. Pati mga relatives, drivers, gardeners nila kasama sa payroll ng City Hall. Widely accepted ang ganyan kaya dapat lahat ng officials pa imbestigahan.

You are required to fill up the 100 slots for your staff, impossible namang gawin yun, normally 20 lang sobra na. Pag hindi mo finill-up saan mapupunta excess allowance? Eh di sa bulsa rin ng mga loko. Ayoko mag-judge kasi maraming konsehal ang mababait ang nagagamit ng mga tao sa loob ng munisipyo ng hindi nila alam.

  31. i dont think roderick will do such things..maybe may mga tao na close sa kanya na ginamit lang sya kasi sabi yung assistant daw ni roderick na kolekta na yung salary..i still give him the benefit of the doubt.he is one person with integrity i believe..hindi yan gagawa ng ganyan para sirain pangalan nya..sa showbiz pa lang malaki na kumita yan at he will take after his best friend Gov. Vi Recto,who has impeccable reputation.

  41. kaya hindi mawala-wala ang corruption sa gobyerno natin kasi hindi mabigat ang sentensiya sa mga taong katulad nito. dapat pag may evidence of misuse of government funds, or just plain stealing, kulong agad yan. eh kung hanggang suspension lang yan tapos wala ring mangyayari after investigation, mauulit ng mauulit yan. kawawa talaga ang mga pinoy.

  42. please lang po, do not judge immediately na guilty na agad si roderick sa charges against him. it is very clear na preventive suspension pa lang ang ipinataw sa kanya. kawawa naman ang tao, marami talaga ang walang alam sa judicial system natin o inuunahan ang ongoing investigation ng ombudsman. it can be a case of his staff's wrongdoings, and he was merely duped to sign a certain document to attest services rendered by a list of alleged workers in his district. as councilor, there are indeed instances when you sign certain papers on the mere assurance of veracity of your liaison officers...especially if sasabihan ka na kailangan pirmahan ito agad kasi 10months sweldo ito ng mga kadistrito mo! sana po hinay hinay tayo sa pagbibitaw ng salita dito. salamat po

  44. Ang isang taong nagnakaw ng public funds should not be allowed to hold public office, ever again. Si Vice Mayor ng lungsod ng Maynilad, kinasuhan na rin ba ? Balita , kakasuhan ng DOJ si vice mayor ni Fred dahil malakas sa Ghost Employees. Milyon ang nanakaw. Artista kasi kaya ibinoto.
